There is no RIGHT to do it, but there is no "justifiable" LAW against doing it.
It is a RISK to interfere. Nations are fully within their "rights" to take whatever RISK they wish to take.
There is no LAW "above" the laws of a nation. "International Law" is an illusion. Every action a nation takes is a RISK.
The balance for "evil nations" is just interference by "good nations".
One can't outlaw the will to take risks.
