It is all great to run and hide, If you can find a good place to hide and long term survive.
But there is a little question of "health" or should I say the lack of need for "medical assistance"
Which is preferable, a quick or slow death?

In the 1950's as a child I saw maps of nuclear blast zones for the US , that is if we had a war with the Soviet Union, I would have been "gone "in such a case. Many people were very concerned, I was not.
Currently, I find events very interesting. I have a feeling that people do not know the game that is in play, nor do they know "who" the major players are. -- How many times does one have to run around the block before one learns?

if there is a nuclear war, I don't want to survive it. No way. I have no interest in living in a post-apocalyptic world. What kind of life would that be? People really need to think 'surviving' over very carefully. If I do survive the nuclear blasts, I hope the radiation kills me quickly. Man, I just hope I die.

Well, I am a Catholic, so I hope I have a few hours to prepare for death to try to make a perfect contrition. If I suffer, I hope I have the Grace to offer it up for my sins.
I am not a prepper or survivalist. You have to be tough to be, and I am not tough. Not that I am a coward...I like to think I would be able to be a martyr for my Faith, but I just can't see killing someone over a sack of rice. Thank God I am single and have no wife or children to be responsible for.

I personally wouldn't choose South America, but if I had to make a choice, I would stick to Uruguay, Chile, or Argentina. I think you are hoping to relocate and build a new life in a semi-functioning society. Try New Zealand, but head to the southern islands. Auckland is brimming with migrants. Multiculturalism doesn't work. Multiracial societies within one culture can work, but multicultural societies lack social cohesion. In a severe crisis, that will lead to disorder and societal break down. Southern NZ is earthquake prone, so the migrants have avoided it for the most part. The Maori hate immigrants, especially the Chinese.
I would stay with your own kind and avoid a lot of trouble.
You make a good point about multiculturalism. I'm pretty liberal and I think it's a great thing...if you live in a PROSPEROUS country. First sign of economic trouble and all the different ethnic groups start to hate one another. (As we've seen here with Brexit: You can't hate that big invisible government/corporate force that made you poor but you can hate your loudmouth foreign neighbours who don't seem to understand good English manners.) I've been meaning to take up Spanish for a few years now (guess I put it off a bit too long) but as you say, speaking the language won't stop me from being an outsider. One more variable to consider I suppose.
As for the topic of a quick or slow death...yeah I used to think that way too. But odds are if your city gets hit by a nuke it won't be quick. The majority of deaths are from the larger blast radius. Have a look at some of the paintings done by the survivors (for a short time) of Hiroshima. Bright red figures with their skin burnt off, holding bright red children and bright red baby corpses, streams of blood everywhere...I don't want to die like that. I'll take my chances in whatever remains of society away from the bombs, if I can.

even if you can't speak it fluently. The issue is that people will
talk about you right in front of you, if they believe you can't
understand them. So if you can say a few words, and you can
understand a few things, they won't know whether you understand them
or not.
My mother always liked to tell the story of the time she was visiting
Athens. Although she spoke and understood Greek, she always spoke
English when she could while in Athens. So she was in a shop, and the
two clerks started making fun of her in Greek, laughing about the
smelly breath of Americans. She understood every word, and furiously
told them that if she has smelly breath it was because of the smelly
food she ate in Greece, some of which had been purchased in that very
shop. Good times!
