An Empire taxes other governments. The US taxes other governments with an inflation tax. So I claim it does fit the definition of an empire. A most sneaky one really. They are extracting tribute in such a way that most citizens of most countries don't even notice. There seems to have been a deal with the Arab oil countries that if they used dollars they US military would defend them. Other countries may have deals where if they hold X dollars as central bank reserves the US will defend them. But as the US military gets weaker, and Iran, China, etc get stronger, and the effective price of this US protection money keeps going up, it will not seem like a good deal at some point.
So it seems the empire will soon fall apart.
