The RAND study looks pretty interesting, but I think it's making a fundamental mistake. They're assuming that both sides want pace. In fact, there are plenty of people in China's government who would be willing, even eager, to go to war and are preparing. Admittedly, far from all of them, but the individuals I mentioned are gaining more and more influence.

Yep, the rise of nationalism will lead to the human catastrophes that create future generational memory - GD. The Rand papers both highlight, first the Chinese rise in military power and potential weaknesses in what they (the Chinese) have thus far achieved. Secondly how the potential for circumstances leading to escalating unpremeditated conflict may arise, as they have in the past.
