Kirill Basin, 40, was charged with two counts of first-degree terroristic threatening, and his bail was set at $1 million.

A 61-year-old man asked Basin to lower the volume, and Basin, police say, replied by implying he had a firearm and threatening to shoot the man's wife.
That was the point a bystander stepped in.

He has a 4 yr old. My son is 3. This is a drug issue and he needs to do inpatient rehab immediately. Super sad for his family.
On May 29, Basin allegedly entered a county building in Wailuku while brandishing a firearm and got into a verbal altercation with county employees; police said additional charges from that incident remained under review.
Yet these assholes piss on the taxpayers and tell you its rain.
