There was a huge increase in people living on my work's property when the pandemic hit. In cars parked overnight, make shift camp sites, or just in the bushes. These were obviously people who lived pay check to pay check before the shut down. I see a lot less of them now, and a lot more people who seem to have traveled here (based on what they write on the signs they leave around). We have to have EMTs come periodically to check on people who are non-responsive and they tell us the same thing, people are coming here because they've heard it's a welcoming environment. We would find needles years ago, for sure. But now we find many needles a week in open areas, on steps to our doors, thrown haphazardly in the bushes. If you go downtown early in the morning, you'll probably see a lot of places have a person outside with tongs and a bucket or sharps container cleaning things up before the tourists show up.
It's been hard to watch, and I feel myself becoming a less empathetic person every day and every time I step in human shit walking from my car or have to clean up rancid food strewn everywhere. That said, I still firmly believe in housing first initiatives. It's clear when you talk to them that they have issues that hold them back from entering society, either trauma or mental illness, and they'll never be able to address them or fight addictions living on the street, under bridges, or in camp sites along the highway.
It is not decreasing. The bifurcation of cohort earnings has cemented the incoming demand destruction was noted clearly. Its still fanning out for now.
