The strategy is so simple. The communist party shakes down the evil businessmen that have funneled millions into the party, but because of shutdowns stopped making payments. This is a warning to the other business leaders that cash paid to the party must be met.
Has nothing to do with the environment.
Given the milkshake grifters and the funnel of cash to stay unjailed it is a coin flip who collaspes first.

As a result, raising rates acts as a straw that sucks the capital into the United States.

Just for show as conveyed. I lived there for years. I cannot forget the taste of metal in my mouth every day, the same drab grey skies, AQIs of PM2.5 400-500 EVERY day, my wife getting pneumonia and nearly dying, my healthy kid having a life-threatening asthma attack (first time ever) on New Years Eve when the pollution locally shot to over 2000 and that awful ambulance ride, that ever present feeling on illness and unwellness, like I was being poisoned and my blood was coursing with heavy metals, or the discovery of a local school being built on literal toxic waste dump and kids dying of cancer before my eyes. China is an ecological catastrophe, a toxic wasteland impossible to describe fully. Rivers are just dumping grounds. Locals told me that the government "tries" to stop companies from polluting but they just cheat, or bribe local, provincial, or national CCP officials as the cost of business. It's their SOP. But if the CCP made a truly concerted effort to crack down on the immense pollution, they'd put themselves out of the export business overnight and unable to compete on quality, instead of price.This is just the Olympics PR "we care about the environment" propaganda ploy, and, like you said, getting the US and others to self-inflict environmental restrictions far more heavily than they EVER will.
