Comrades,

I’m very excited today, because the large-scale online survey sina.com
that was done for us showed that our next generation is quite
promising and our party’s cause will be carried on. In answering the
question, “Will you shoot at women, children and prisoners of war,”
more than 80 percent of the respondents answered in the affirmative,
exceeding by far our expectations.

Today I’d like to focus on why we asked sina.com to conduct this
online survey among our people. My speech today is a sequel to my
speech last time, during which I started with a discussion of the
issue of the three islands, [where I] mentioned that 20 years of the
idyllic theme of “peace and development” had come to an end, and
concluded that modernization under the saber is the only option for
China’s next phase. I also mention we have a vital stake
overseas. Today, I’ll speak more specifically on these two issues.

The central issue of this survey appears to be whether one should
shoot at women, children and prisoners of war, but its real
significance goes far beyond that. Ostensibly, our intention is mainly
to figure out what the Chinese people’s attitude toward war is: If
these future soldiers do not hesitate to kill even non-combatants,
they’ll naturally be doubly ready and ruthless in killing
combatants. Therefore, the responses to the survey questions may
reflect the general attitude people have towards war.

Actually, however, this is not our genuine intention. The purpose of
the CCP Central Committee in conducting this survey is to probe
people’s minds. We wanted to know: If China’s global development will
necessitate massive deaths in enemy countries, will our people endorse
that scenario? Will they be for or against it?

As everybody knows, the essence of Comrade Xiaoping’s thinking is
“development is the hard truth.” And Comrade Jintao, has also pointed
out repeatedly and emphatically that “development is our top
priority,” which should not be neglected for even a moment. But many
comrades tend to understand “development” in its narrow sense,
assuming it to be limited to domestic development. The fact is, our
“development” refers to the great revitalization of the Chinese
nation, which, of course, is not limited to the land we have now but
also includes the whole world.

Why do I put it this way?

Both Comrade Liu Huaquing, one of the leaders of the old generation in
our Party, and Comrade He Xin, a young strategist of our Party, have
repeatedly stressed the theory regarding the shift of the center of
World Civilization. Our slogan of “revitalizing China” has this way of
thinking as its basis. You may look into the newspapers and magazines
published in recent years or go online to do some research to find out
who raised the slogan of national revitalization first. It was Comrade
He Xin. Do you know who He Xin is? He may look aggressive and
despicable when he speaks in public, with his sleeves and pants all
rolled up, but his historical vision is a treasure our Party should
cherish.

In discussing this issue, let us start from the beginning.

As everybody knows, according to the views propagated by Western
scholars, humanity as a whole originated from one single mother in
Africa. Therefore, no race can claim racial superiority. However,
according to the research conducted by most Chinese scholars, the
Chinese are different from other races on earth. We did not originate
in Africa. Instead, we originated independently in the land of
China. The Peking Man at Zhoukoudian that we are all familiar with
represents a phase of our ancestors’ evolution. “The Project of
Searching for the Origins of the Chinese Civilization” currently
undertaken in our country is aimed at a more comprehensive and
systematic research on the origin, process and development of the
ancient Chinese civilization. We use to say, “Chinese civilization has
had a history of five thousand years.” But now, many experts engaged
in research in varied fields including archeology, ethnic cultures,
and regional cultures have reached consensus that the new discoveries
such as the Hongshan Culture in the northeast, the Liangahn Cutlure in
Zhejiang province, the Jinsha Ruins in Sichuan province, and the
Yongzhou Shun Emperor Cultural Site in Hunan province are all
compelling evidence of the exitence of China’s early civilizations,
and they prove that China’s rice-growing agricultural history alone
can be traced back as far as 8,000 to 10,000 years. This refutes the
concept of “five thousand years of Chinese civilization.”

Therefore, we can assert that we are the product of cultural roots of
more than a million years, and a single Chinese entity of two thousand
years. This is the Chinese entity of two thousand years. This is the
Chinese nation that calls itself, “descendants of Yan and Huang,” the
Chinese nation that we are so proud of. Hitler’s Germany had once
bragged that the German race was the most superior race on earth, but
the fact is, our nation is far superior to the Germans.

During our long history, our people have disseminated throughout the
Americas and the regions along the Pacific Rim, and they became
Indians in the Americas and the East Asian ethnic groups in the South
Pacific.

We all know that on account of our national superiority, during the
thriving and prosperous Tang Dynasty our civilization was at the peak
of the world. We were the center of the world civilization, and no
other civilization in the world was comparable to ours. Later on,
because of our complacency, narrow-mindedness, and the self-enclosure
of our own country, we were surpassed by Western civilization, and the
center of the world shifted to the West.

In reviewing history, one may ask: Will the center of the world
civilization shift back to China?

Comrade He Xin put it in his report to the Central Committee in 1988:
If the fact is that the center of leadership of the world was located
in Europe as of the 18th Century, and later shifted to the United
States in the mid-20th century the center of leadership of the world
will shift to the East of our planet. And, “the East” of course mainly
refers to China.

Actually, Comrade Lui Huaquing made similar points in the 1980s. Based
on an historical analysis, he pointed out that the center of world
civilization is shifting. It shifted from the East to Western Europe
and later to the United States; now it is shifting back to the
East. Therefore, if we refer to the 19th century as the British
century, and the 20th century as the American century, then the 21st
century will be the Chinese century.

To understand conscientiously this historical law and to greet the
advent of the Chinese Century is the historical mission of our
Party. As we all know, at the end of the last century, we built the
Altar to the Chinese Century in Beijing.

At the very moment of the arrival of the new millennium, the
collective leadership of the Party Central Committee gathered there
for a rally, upholding the torches of Zhoukoudian, to pledge
themselves to get ready to greet the arrival of the Chinese
Century. We were doing this to follow the historical law and setting
the realization of the Chinese century as the goal of our Party’s
endeavors.

Later, in the political report of our Party’s Sixteenth National
Congress, we established that national revitalization should be our
great objective and explicitly specified in our new Party Constitution
that our Party is the pioneer of the Chinese people. All these steps
marked a major development in Marxism, reflecting our Party’s courage
and wisdom. As we all know, Marx and his followers have never referred
to any communist party as a pioneer of a certain people; neither did
they say that national revitalization could be used as a slogan of a
communist party. Even Comrade Mao Zedong, a courageous national hero,
only raised high the banner of “the global proletarian revolution,”
but even he did not have the courage to give the loudest publicity to
the slogan of national revitalization.

We must greet the arrival of the Chinese Century by raising high the
banner of national revitalization. How should we fight for the
realization of the Chinese Century? We must borrow the precious
experiences in human history by taking advantage of the outstanding
fruition of human civilization and drawing lessons from what happened
to other ethnic groups.

The lessons include the collapse of communism in the former Soviet
Union and Eastern Europe, as well as the defeats of Germany and Japan
in the past. Recently there has been much discussion of the lessons of
the collapse of communism in the former Soviet Union and Eastern
European countries, so I will not dwell on them here. Today I’d like
to talk about the lessons of Germany and Japan.

As we all know, Nazi Germany also placed much emphasis on the
education of the people, especially the younger generation. The Nazi
Party and government organized and established various propaganda and
educational institutions such as the “Guiding Bureau of National
Propaganda,” “Department of National Education and Propaganda,”
“Supervising Bureau of Worldview Study and Education,” and
“Information Office,” all aimed at instilling into the people’s minds,
from elementary schools to colleges, the idea that German people are
superior, and convincing people that the historical mission of the
Aryan people is to become the “lords of the earth” whose right it is
to “rule over the world.” Back then the German people were much more
united than we are today.

Nonetheless, Germany was defeated in utter shame, along with its ally,
Japan. Why? We reached some conclusions at the study meetings of the
Politburo, in which we were searching for the laws that governed the
vicissitudes of the big powers, and trying to analyze Germany and
Japan’s rapid growth. When we decide to revitalize based on the German
model, we must not repeat the mistakes they made.

Specifically, the following are the fundamental causes for their
defeat: First, they had too many enemies all at once, as they did not
adhere to the principle of eliminating enemies one at a time; second,
they were too impetuous, lacking the patience and perseverance
required for great accomplishments; third, when the time came for them
to be ruthless, they turned out to be too soft, therefore leaving
troubles that resurfaced later on.

Let’s presume that back then Germany and Japan had been able to keep
the United States neutral and had fought a protracted war step by step
on the Soviet front. If they had adopted this approach, gained some
time to advance their research, eventually succeeded in obtaining the
technology of nuclear weapons and missiles, and launched surprise
attacks against the United States and the Soviet Union using them,
then the United States and the Soviet Union would not have been able
to defend themselves and would have had to surrender. Little Japan, in
particular, made an egregious mistake in launching the sneak attack on
Pearl Harbor. This attack did not hit the vital parts of the United
States. Instead, it dragged the United States into the war, into the
ranks of the gravediggers that eventually buried the German and
Japanese fascists.

Of course, if they had not made these three mistakes and won the war,
history would have been written in a different fashion. If that had
been the case, China would not be in our hands. Japan might have
relocated their capital to China and ruled over China. Afterwards,
China and the whole of Asia under Japan’s command would have brought
into full play the oriental wisdom, conquered the West ruled by
Germany and unified the whole world. This is irrelevant, of course. No
more digressions.

So, the fundamental reason for the defeats of Germany and Japan is
that history did not arrange them to be the “lords of the earth,” for
they are, after all, not the most superior race.

Ostensibly, in comparison, today’s China is alarmingly similar to
Germany back then. Both of them regard themselves as the most superior
races; both of them have a history of being exploited by foreign
powers and are therefore vindictive; both of them have the tradition
of worshipping their own authorities; both of them feel that they have
seriously insufficient living space; both of them raise high the two
banners of nationalism and socialism and label themselves as “national
socialism”; both of them worship “one state, one party, one leader,
and one doctrine.”

And yet, if we really are to make a comparison between Germany and
China, then, as Comrade Jiang Zemin put it, Germany belongs to
“pediatrics” – too trivial to be compared. How large is Germany’s
population? How big is its territory? And how long is its history? We
eliminated eight million nationalist troops in only three years. How
many enemies did Germany kill? They were in power for a transient
period of little more than a dozen years before they perished, while
we are still energetic after being around for more than eighty
years. Our theory of the shifting center of civilization is of course
more profound than Hitler’s theory of “the lords of the earth.” Our
civilization is profound and broad, which has determined that we are
so much wiser than they were.

Our Chinese people are wiser than the Germans because, fundamentally,
our race is superior to theirs. As a result, we have a longer history,
more people, and larger land area. On this basis our ancestors left us
with the two most essential heritages, which are atheism and great
unity. It was Confucius, the founder of our Chinese culture, who gave
us these heritages.

This heritage determined that we have a stronger ability to survive
than the West. That is why the Chinese race has been able to prosper
for so long. We are destined “not to be buried by either heaven or
earth” no matter how severe the natural, man-made, and national
disasters. This is our advantage.

Take response to war as an example. The reason that the United States
remains today is that it has never seen war on its mainland. Once its
enemies aim at the mainland, these enemies would reach Washington
before its congress finishes debating and authorizes the president to
declare war. But for us, we don’t waste time on these trivial
things. Comrade Deng Xiaoping once said, “The Party’s leadership is
prompt in making decisions. Once a decision is made, it is immediately
implemented. There’s no wasting time on trivial things like in
capitalist countries. This is our advantage! Our Party’s democratic
centralism is built on the tradition of great unity. Although fascist
Germany also stressed high-level centralism, they only focused on
power of the top leader, but ignored the collective leadership of the
central group. That’s why Hitler was betrayed by many later in his
life, which fundamentally depleted the Nazis of their war capacity.

What makes us different from Germany is that we are complete atheists,
while Germany was primarily a Catholic and Protestant country. Hitler
was only half atheist. Although Hitler also believed that ordinary
citizens had low intelligence, and that leaders should therefore make
decisions, and although German people worshipped Hitler back then,
Germany did not have the tradition of worshipping sages on a broad
basis. Our Chinese society has always worshipped sages, and that is
because we don’t worship any God. Once you worship a god, you can’t
worship a person at the same time, unless you recognize the person as
the god’s representative like they do in Middle Eastern countries. On
the other hand, once you recognize a person as a sage, of course you
will want him to be your leader…. This is the foundation of our
democratic centralism.

The bottom line is, only China is a reliable force in resisting the
Western parliament-based democratic system. Hitler’s dictatorship in
Germany was perhaps but a momentary mistake in history.

Maybe you have now come to understand why we recently decided to
further promulgate atheism. If we let theology from the West into
China and empty us from the inside, if we let all Chinese people
listen to God and follow God, who will obediently listen to us and
follow us? If the common people don’t believe Comrade Hu Jintao is a
qualified leader, question his authority, and want to monitor him, if
the religious followers in our society question why we are leaving God
in churches, can our Party continue to rule China?

Germany’s dream to be the “lord of the earth” failed, because
ultimately, history did not bestow this great mission upon them. But
the three lessons Germany learned from experience are what we ought to
remember as we complete our historic mission and revitalize our
race. The three lessons are: Firmly grasp the country’s living space;
firmly grasp the Party’s control over the nation; and firmly grasp the
general direction toward becoming the “lord of the earth.”

Next, I’d like to address these three issues.

The first issue is living space. This is the biggest focus of the
revitalization of the Chinese race. In my last speech, I said that the
fight over basic living resources (including land and ocean) is the
source of the vast majority of wars in history. This may change in the
information age, but not fundamentally. Our per capita resources are
much less than those of Germany’s back then. In addition, economic
development in the last twenty-plus years had a negative impact, and
climates are rapidly changing for the worse. Our resources are in very
short supply. The environment is severely polluted, especially that of
soil, water, and air. Not only our ability to sustain and develop our
race, but even its survival is gravely threatened, to a degree much
greater than faced by Germany back then.

Anybody who has been to Western countries knows that their living
space is much better than ours. They have forests alongside the
highways, while we hardly have any trees by our streets. Their sky is
often blue with white clouds, while our sky is covered by a layer of
dark haze. Their tap water is clean enough for drinking, while even
our ground water is so polluted that it can’t be drunk without
filtering. They have few people in the streets, and two or three
people can occupy a small residential building; in contrast, our
streets are always crawling with people, and several people have to
share on room.

Many years ago, there was a book titled Yellow Catastrophes. It said
that, due to our following the American style of consumption, our
limited resources would not long support the population and society
would collapse, once our population reaches 1.3 billion. Now our
population has already exceeded this limit, and we are now relying on
imports to sustain our nation. It’s not that we haven’t paid attention
to this issue. The Ministry of Land Resources is specialized in this
issue.

But the term ‘living space’ (lebensraum) is too closely related to
Nazi Germany. The reason we don’t want to discuss this too openly is
to avoid the West’s association of us with Nazi Germany, which could
in turn reinforce the view that China is a threat. Therefore, in our
emphasis on He Xin’s new theory, “Human rights are just living
rights,” we only talk about “living,” but not “space,” so as to avoid
using the term “living space.” From the perspective of history, the
reason that China is faced with the issue of living space is because
Western countries established colonies ahead of Eastern
countries. Western countries established colonies all around the
world, therefore giving themselves an advantage on the issue of living
space. To solve this problem, we must lead the Chinese people outside
of China, so that they could develop outside of China.

The second issue is our focus on the leadership capacity of the ruling
party. We’ve done better on this than their party. Although the Nazis
spread their power to every aspect of the German national government,
they did not stress their absolute leadership position like we
have. They did not take the issue of managing the power of the party
as first priority, which we have. When Comrade Mao Zedong summarized
the “three treasures” of our party’s victory in conquering the
country, he considered the most important “treasure” to be developing
the Chinese Communist Party (CCP) and strengthening its leadership
position.

We have to focus on two points to fortify our leadership position and
improve our leadership capacity.

The first is to promote the “Three Represents” theory, stressing that
our Party is the pioneer of the Chinese race, in addition to being the
pioneer of the proletariat. Many citizens say in private, “We never
voted for you, the Communist Party, to represent us. How can you claim
to be our representatives?”

There’s no need to worry about this issue. Comrade Mao Zedong said
that if we could lead the Chinese people outside of China, resolving
the lack of living space in China, the Chinese people will support
us. At that time, we don’t’ have to worry about the labels of
“totalitarianism” or “dictatorship.” Whether we can forever represent
the Chinese people depends on whether we can succeed in leading the
Chinese people out of China.

The second point, whether we can lead the Chinese people out of China,
is the most important determinant of the CCP’s leadership position.

Why do I say this?

Everyone knows that without the leadership of our Party, China would
not exist today. Therefore, our highest principle is to forever
protect our Party’s leadership position. Before June 4, we realized
vaguely that as long as China’s economy is developed, people would
support and love the Communist Party. Therefore we had to use several
decades of peacetime to develop China’s economy. No matter what-isms,
whether it is a white cat or a black at, it is a good cat if it can
develop China’s economy. But at that time, we did not have mature
ideas about how China would deal with international disputes after its
economy becomes developed.

Comrade Xiaoping said then that the main themes in the world were
peace and development. But the June 4 riot gave our Party a warning
and gave us a lesson that is still fresh.

The pressure of China’s peaceful evolution makes us reconsider of
these two main themes of our time. We see that neither of these two
issues, peace and development, have been resolved. The western
oppositional forces always change the world according to their own
visions; they want to change China and use peaceful evolution to
overturn the leadership of our Communist Party. Therefore, if we only
develop the economy, we still face the possibility of losing control.

The June 4 riot almost succeeded in bringing a peaceful transition; if
it were not for the fact that a large number of veteran comrades were
still alive and at a crucial moment they removed Zhao Ziyang and his
followers, then we all would have been put in prison. After death we
would have been too ashamed to report to Marx. Although we have passed
the test of June 4, after our group of senior comrades pass away,
without our control, peaceful evolution may still come to China like
it did to the former Soviet Union. In 1956, they suppressed the
Hungarian incident and defeated the attacks by Tito’s revisionists of
Yugoslavia, but they could not withstand Gorbachev thirty some years
later. Once those pioneering senior comrades died, the power of the
Communist Party was taken away by peaceful evolution.

After the June 4 riot was suppressed, we have been thinking about how
to prevent China from peaceful evolution and how to maintain the
Communist Party’s leadership. We thought it over and over but did not
come up with any good ideas. If we do not have good ideas, China will
inevitably change peacefully, and we will all become criminals in
history. After some deep pondering, we finally come to this
conclusion: Only by turning our developed national strength into the
force of a first striking outward – only by leading people to go out –
can we win forever the Chinese people’s support and love for the
Communist Party. Our party will then stand on invincible ground, and
the Chinese people will have to depend on the Communist Party. They
will forever follow the Communist Party with their hearts and minds,
as was written in a couplet frequently seen in the countryside some
years ago: “Listen to Chairman Mao, follow the Communist Party!”
Therefore, the June 4 riot made us realize that we must combine
economic development with preparation for war and leading the people
to go out! Therefore, since then, our national defence policy has
taken a 180 degree turn and we have since emphasized more and more
“combining peace and war.” Our economic development is all about
preparing for the needs of war! Publicly we still emphasize economic
development as our center, but in reality, economic development has
war as its center! We have made a tremendous effort to construct “The
Great Wall Project” to build up, along our coastal and land frontiers
as well as around large and medium-sized cities, a solid underground
“Great Wall” that can withstand a nuclear war. We are also storing all
necessary war materials. Therefore, we will not hesitate to fight a
Third World War, so as to lead the people to go out and to ensure the
Party’s leadership position. In any event, we, the CCP, will never
step down from the stage of history! We’d rather have the whole world,
or even the entire globe, share life and death with us than step down
from the stage of history! Isn’t there a “nuclear bondage” theory? It
means that since nuclear wepaons have bound the security of the entire
world, all will die together if death is inevitable. In my view, there
is another kind of bondage, and that is, the fate of our Party is tied
up with that of the whole world. If we, the CCP, are finished, China
will be finished, and the world will be finished.

Our Party’s historical mission is to lead the Chinese people to go
out. If we take the long view, we will see that history led us on this
path. First, China’s long history has resulted in the world’s largest
population, including Chinese in China as well as overseas. Second,
once we open our doors, the profit-seeking western capitalists will
invest capital and technology in China to assist our development, so
that they can occupy the biggest market in the world. Third, our
numerous overseas Chinese help us create the most favorable
environment for the introduction of foreign capital, foreign
technology, and advanced experience into China. Thus, it is guaranteed
that our reform and open-door policy will achieve tremendous
success. Fourth, China’s great economic expansion will inevitably lead
to the shrinkage of per-capita living space for the Chinese people,
and this will encourage China to turn outward in search for new living
space. Fifth, China’s great economic expansion will inevitably come
with significant development in our military forces, creating
conditions for our expansion overseas. Ever since Napoleon’s time, the
West has been alert for the possible awakening of the sleeping lion
that is China. Now, the sleeping lion is standing up and advancing
into the world, and has become unstoppable!

What is the third issue we should clinch firmly in order to accomplish
our historical mission of national renaissance? It is to hold firmly
onto the big “issue of America.”

This appears to be shocking, but the logic is actually very simple.

Comrade He Xin put forward a very fundamental judgment that is very
reasonable. He asserted in his report to the Party Central Committee:
The renaissance of China is in fundamental conflict with the Western
strategic interest, and therefore will inevitably be obstructed by the
western countries doing everything they can. So, Only by breaking the
blockade formed by the western countries headed by the United States
can China grow and move toward the world!

Would the United States allow us to go out to gain new living space?
First, if the United States is firm in blocking us, it is hard for us
to do anything significant to Taiwan, Vietnam, India, or even Japan,
[so] how much more living space can we get? Very trivial! Only
countries like the United States, Canada and Australia have the vast
land to serve our need for mass colonization.

Therefore, solving the “issue of America” is the key to solving all
other issues. First, this makes it possible for us to have many people
migrate there and even establish another China under the same
leadership of the CCP. America was originally discovered by the
ancestors of the yellow race, but Columbus gave credit to the white
race. We the descendants of the Chinese nation are entitled to the
possession of the land! It is said that the residents of the yellow
race have a very low social status in the United States. We need to
liberate them. Second, after solving the “issue of America,” the
western countries of Europe would bow to us, not to mention Taiwan,
Japan and other small countries. Therefore, solving the “issue of
America” is the mission assigned to the CCP members by history.

I sometimes think how cruel it is for China and the United States to
be enemies that are bound to meet on a narrow road! Do you remember a
movie about Liberation Army Troops led by Liu Bocheng and Deng
Xiaoping? The title is something like “Decisive Battle on the Central
Plains.” There is a famous remark in the movie that is full of power
and grandeur: “The enemies are bound to meet on a narrow road, only
the brave will win!” It is this kind of fighting to win or die spirit
that enabled us to seize power in Mainland China. It is historical
destiny that China and the United States will come to unavoidable
confrontation on a narrow path and fight each other! The United
States, unlike Russia and Japan, has never occupied and hurt China,
and also assisted China in its battle against the Japanese. But, it
will certainly be an obstruction, and the biggest obstruction! In the
long run, the relationship of China and the United States is one of a
life-and-death struggle.

One time, some Americans came to visit and tried to convince us that
the relationship between China and the United States is one of
interdependence. Comrade Xiaoping replied in a polite manner: “Go tell
your government, China and the United States do not have such a
relationship that is interdependent and mutually reliant.” Actually,
Comrade Xiaoping was being too polite, he could have been more frank,
“The relationship between China and the United States is one of
life-and-death struggle.” Of course, right now it is not the time to
openly break up with them yet. Our reform and opening to the outside
world still rely on their capital and technology, we still need
America. Therefore, we must do everything we can to promote our
relationship with America, learn from America in all aspects and use
America as an example to reconstruct our country.

How have we managed our foreign affairs in these years? Even if we had
to put on a smiling face in order to please them, even if we have to
give them the right cheek after they had hit our left cheek, we still
must endure in order to further our relationship with the United
States. Do you remember the character of Wuxun in the movie the “Story
of Wuxun”? In order to accomplish his mission, he endured so much pain
and suffered so much beating and kicking! The United States is the
most successful country in the world today. Only after we have learned
all of its useful experiences can we replace it in the future. Even
though we are presently imitating the American tone “China and the
United States rely on each other and share honor and disgrace,” we
must not forget that the history of our civilization repeatedly has
taught us that one mountain does not allow two tigers to live
together.

We also must never forget what Comrade Xiaoping emphasized: “Refrain
from revealing ambitions and put others off the track.” The hidden
message is: we must put up with America; we must conceal our ultimate
goals, hide our capabilities, and await the opportunity. In this way,
our mind is clear. Why have we not updated our national anthem with
something peaceful? Why did we not change the anthem’s theme of war?
Instead, when revising the Constitution this time, for the first time
we clearly specified “March of the Volunteers” is our national
anthem. Thus we will understand why we constantly talk loudly about
the “Taiwan issue” but not the “American issue.” We all know the
principle of “doing one thing under the cover of another.” If ordinary
people can only see the small island of Taiwan in their eyes, then you
as the elite of our country should be able to see the whole picture of
our cause. Over these years, according to Comrade Xiaoping’s
arrangement, a large piece of our territory in the North has been
given up to Russia; do you really think our Party Committee is a fool?

To resolve the issue of America we must be able to transcend
conventions and restrictions. In history, when a country defeated
another country or occupied another country, it could not kill all the
people in the conquered land because back then you could not kill
people effectively with sabers or long spears, or even with rifles or
machine guns. Therefore, it was impossible to gain a stretch of land
without keeping the people on that land. However, if we conquered
America in this fashion, we would not be able to make many people
migrate there.

Only by using special means to “clean up” America will we be able to
lead the Chinese people there. This is the only choice left for
us. This is not a matter of whether we are willing to do it or
not. What kind of special means is there available for us to “clean up
America”?

Conventional weapons such as fighters, canons, missiles and
battleships won’t do; neither will highly destructive weapons such as
nuclear weapons. We are not as foolish as to want to perish together
with America by using nuclear weapons, despite the fact that we have
been exclaiming that we will have the Taiwan issue resolved at
whatever cost. Only by using non-destructive weapons that can kill
many people will we be able to reserve America for ourselves. There
has been rapid development of modern biological technology, and new
bio-weapons have been invented one after another. Of course, we have
not been idle, in the past years we have seized the opportunity to
master weapons of this kind. We are capable of achieving our purpose
of “cleaning up” America all of a sudden. When Comrade Xiaoping was
still with us, the Party Central Committee had the perspicacity to
make the right decision not to develop aircraft carrier groups and
focus instead on developing lethal weapons that can eliminate mass
populations of the enemy country.

From a humanitarian perspective, we should issue a warning to the
American people and persuade them to leave America and leave the land
they have lived in to the Chinese people. Or at least they should
leave half of the United States to be China’s colony, because America
was first discovered by the Chinese. But would this work? If this
strategy does not work, then there is only one choice left to us. That
is, use decisive means to “clean up” America and reserve America for

Biological weapons are unprecedented in their ruthlessness, but if the
Americans do not die then the Chinese have to die. If the Chinese
people are strapped to the present land, a total societal collapse is
bound to take place. According to the computation of the author of
Yellow Peril, more than half of the Chinese will die, and that figure
would be more than 800 million people! Just after the liberation, our
yellow land supported nearly 500 million people, while today the
official figure of the population is more than 1.3 billion. This
yellow land has reached the limit of its capacity. One day, who knows

example involved Xiang Yu the King of Chu, who, after defeating Liu
Bang, failed to continue to chase after him and eliminate his forces,
and his leniency resulted in Xiang Yu’s death and Liu’s victory

measures. In the future, the two rivals, China and the United States,

were flying everywhere, corpses were lying in heaps on the fields, and
blood ran like rivers. We saw it all. On the battlefields, everybody’s
eyes turned red with killing because it was a life-and-death struggle
and only the brave would survive.

It is indeed brutal to kill one or two hundred million Americans. But
that is the only path that will secure a Chinese century in which the
CCP leads the world. We, as revolutionary humanitarians, do not want
deaths. But if history confronts us with a choice between deaths of
Chinese and those of Americans, we’d have to pick the latter, as, for
us, it is more important to safeguard the lives of the Chinese people
and the life of our Party. That is because, after all, we are Chinese
and members of the CCP. Since the day we joined the CCP, the Party,
life has always been above all else! History will prove that we made
the right choice.

Now, when I am about to finish my speech, you probably understand why
we wanted to know, whether the people would rise against us if one day
we secretly adopt resolute means to “clean up” America. For over
twenty years, China has been enjoying peace, and a whole generation
has not been tested by war. In particular, since the end of World War
II, there have been many changes in the formats of war, the concept of
war and the ethics of war. Especially since the collapse of the former
Soviet Union and Eastern European Communist states, the ideology of
the West has come to dominate the world as a whole, and the Western
theory of human nature and western view of human rights have

If you get on the website using key words to search, you will find out
that a while ago comrade He Xin pointed out to the Hong Kong Business
News during an interview that: “The U.S. has a shocking conspiracy.”
According to what he had in hand, from September 27 to October 1,
1995, the Mikhail Sergeevich Gorbachev Foundation, funded by the
United States, gathered 500 of the world’s most important statesmen,
economic leaders and scientists, including George W. Bush (he was not
the U.S. president at the time), the Baroness Thatcher, Tony Blair,
Zbigniew Brzezinski, as well as George Soros, Bill Gates, futurist
John Naisbitt, etc., all of the world’s most popular characters, in

grasped the modern science and technology, including “clean” nuclear

The last problem I want to talk about is of firmly seizing the
preparations for military battle.

This commentary should be included as part of a chapter in a future
book. We should call this chapter, “Authenticating China’s Strategy”

You suggest (1) that the speech is a hoax. This is entirely possible,
although close analysis tends in another direction. Strategy is my
subject and my life-long study. Believe it or not, it is possible in
strategy to know certain things indirectly, by inference and
analysis. After careful consideration, with regard to the speeches
attributed to General Chi, I think it is unwise to say “we don’t know”
and “it doesn’t matter.” In fact, it’s not impossible to analyze a
document to determine its authenticity. Here is a task entirely within
the reach of a strategic analyst. Furthermore, if the document is
authentic then it matters a great deal; for the enemy’s intentions are
laid bare, with countless implications (and potential war-winning
insights).

When we first encounter an unfamiliar text, we don’t know how to judge
it. We are completely lost, and this is normal. Those who claim to
understand something on first contact are deceiving
themselves. Nothing worth knowing is understood immediately. When I
first read the two speeches attributed to General Chi Haotian my
reaction was to dismiss them as you did. When I read the first
paragraph of the second speech, I rolled my eyes and laughed at what
seemed to be an obvious fraud. At first reading they were not
credible. (This is the same reaction I had to Golitsyn in 1984).

Two years elapsed and, as chance would have it, I was doing some
research on Mao Zedong’s strategic ideas. In this midst of this
research I was stunned by Mao’s determination to build a fleet and
invade North America. I was also struck by the brutality and cynicism
of his statements. I went back and started re-reading Sun Tzu and the
commentaries on Sun Tzu. My mind suddenly drifted back to the two
speeches attributed to General Chi Haotian. On my second reading I
realized these speeches are only incredible from a Western point of
view. From a Chinese strategist’s point of view, these speeches are
consistent with 2,500 years of Chinese history and thought. There is
nothing inauthentic in these two speeches.

If they are a hoax, then a genius produced them. More than that, this
aforesaid genius possesses authentic tidbits of military intelligence
that are not known by the general public — but were revealed to me by
a high-ranking Russian military defector with more than three years
experience in China.

Mao once said that the first Chin emperor was nothing compared with
himself. The first Chin emperor only killed a thousand Confucian
scholars. Mao had killed hundreds of thousands of Confucian
scholars. This was Mao’s boast. Such boasting is unknown to Western
history, except to figures who are dismissed as madmen. One is
reminded of the Chinese warlord whose father was taken prisoner and
held hostage by a rival. In this instance, the rival threatened to
boil the old man alive. The war lord sent his reply: “Save me some of
the soup.” One has to dig through the Dark Ages of Western history to
find anything like it. Or else it is something from the history of
Caligula or Nero or Eliagabulus, who were considered evil madmen —
dreadful failures and misfits. In China such behavior has long been
normalized. The Western ethic, which followed from the hero-worship of
the ancient Greeks and Romans, places nobility as the true standard of
greatness. Chinese civilization places a high premium on realistic
thinking, brutality and success.

This is greatness in the Chinese context.

How does this point argue the authenticity of the alleged speeches of
General Chi?

A person who disagrees with the strategic culture of China, favoring
freedom and humane government, doesn’t possess the mentality needed to
reproduce such a brilliant piece of mimicry. One would have to be a
student of Sun Tzu and the Chin emperor and Mao Zedong, not a student
of Thomas Jefferson or Lincoln. Such a student would not value
freedom, having absorbed a philosophy entirely at odds with Western
culture. More than that, it is a culture that believes in the West’s
weakness and inevitable fall.

If you were going to advance a fraudulent speech by a Chinese
communist leader, would you dare put into his mouth the statement that
Nazi Germany was “too soft”?

Would you dare open your first paragraph with the assertion that you
are pleased that 80 percent of Chinese polled would kill women and
children in a war? Anyone with the sophistication to produce this
document would have avoided going so far, fearing that the reader
would laugh out loud at such an obvious propaganda fraud.

Only a simple person would start Chi’s second speech with that kind of
paragraph, and a simple person did not compose this speech! To make a
credible fraud, you have to downplay the wickedness of the
Communists. You must be subtle in your presentation so that the fraud
has a chance to sound credible. But the Chi speech is not subtle as a
fraudulent presentation would have to be. Instead, it is deep and
profound and brilliant in its totalitarian perspective. The compassion
for the American victims comes late in the second speech, long after
the skeptics would’ve stopped reading it.

I do not know if the speech is genuine. But if I had to lay a bet,
then I’d wager on its authenticity. That is to say, I suspect it is
authentic. And the way to test its authenticity is to see if Chinese
actions are consistent with its program.

There is something more, as well. I know from my discussions with a
Russian defector, that Russia and China agreed to split North America
between them as follows: Russia would get Alaska and parts of Canada,
while China would get the lower 48 states (which contains the best
land). The agreement on this was affirmed by the Russian General Staff
in early 1992. This joint agreement on a future war against America is
the basis for the Sino-Russian alliance. And if you read General Chi’s
speech carefully, you will see that he brilliantly lays out the logic
of the Chinese offensive and their means of advancing. He does not
mention Russia’s role because Party cadres don’t need to know about
Russia’s military contribution. They only need the most general
strategic outline and why the war is necessary.

You must read this speech several times in order to understand its
profound science. If this speech is counterfeit, the counterfeiter
spent many years devising it. In fact, a hoax of this type could only
be produced, as I noted before by a genuis. If General Chi was not the
author, then the author should be a general — and ought to have
General Chi’s job.

In point (2) you mention 9/11. Chi’s speech explains why a false flag
terror attack is necessary in advance of a biological offensive
against the United States. As would be proper, General Chi gives
nothing away. He merely implies that the Americans will not know who
is really attacking them. This is intrinsic to his speech, even though
he doesn’t say a word.

In point (3) you ask if this is good propaganda material against

The following text is from the 1990s book The Fourth Turning, by
Strauss and Howe:

** Morphology of crisis eras

Catalyst, regeneracy, climax, resolution.

* A Crisis era begins with a catalyst -- a startling event (or
sequence of events) that produces a sudden shift in mood. p. 256

* Once catalyzed, a society achieves a regeneracy -- a new
counterentropy that reunifies and reenergizes civic life.

* The regenerated society propels toward a climax -- a crucial
moment that confirms the death of the old order and birth of the new.

* The climax culminates in a resolution -- a triumphant or
tragic conclusion that separates the winners from losers, resolves the
big public questions, and establishes the new order. p. 256 ...

Every Fourth Turning starts with a catalyst event that
terminates the mood of Unraveling and unleashes one of Crisis.
Chapter 4 explained how sparks of history -- sudden and startling
events -- can arise in any turning. Some sparks ignite nothing. Some
flare briefly and then extinguish. Some have important effects but
leave the underlying problems unresolved. Others ignite epic
conflagrations. Which ones ignite? Studying the sparks of history
[p. 257] themselves won't help answer this question, because what
they are is far less important than how a society reacts to them.
That reaction is substantially determined by the season of the
saeculum -- in other words, by the turning in which they are located.
Sparks in a High tend to reinforce feelings of security; in an
Awakening, argument; in an Unraveling, anxiety. Come the Fourth
Turning, sparks of history trigger a fierce new dynamic of public
synergy. pp. 256-57

The catalyst can be one spark or, more commonly, a series of sparks
that self-ignite like the firecrackers traditionally used by the
Chinese to mark their own breaks in the circle of time. Each of
these sparks is linked to a specific threat about which the society
had been fully informed but against which it had left itself poorly
protected. Afterward, the fact that these sparks were
foreseeable but poorly foreseen gives rise to a new
sense of urgency about institutional dysfunction and civic
vulnerablity. This marks the beginning of the vertiginous spiral of
Crisis. p. 257

Once this new mood is fully catalyzed, a society begins a process of
regeneracy, a drawing together into whatever definition of
community is available at the time. Out of the debris of the
Unraveling, a new civic ethos arises. One set of post-Awakening
ideals prevails over the others. People stop tolerating the
weakening of institutions, splintering of the culture, and the
individualizing of daily behavior. Spiritual curiosity abates,
manners traditionalize, and the culture is harnessed as propanganda
for the purpose of overtly reinforcing good conduct. History teaches
that, roughly one to three years after the initial catalyst, people
begin acknowledging this new synergy in community life and begin
deputizing government to enforce it. Collective action is now seen
as vital to solving the society's most fundamental problems. p. 257

257: A Crisis mood does not guarantee that the new governing policies
will be well designed or will work as intended. To the contrary:
Crisis eras are studded with faulty leadership and inept management --
from President Lincoln's poor record of choosing generals to President
Roosevelt's collassal blunders with such alphabet soup agencies as the
AAA, NRA and WPA. [p. 258] What makes a Crisis special is the
public's willingness to let leaders lead even when they falter and to
let authorities be authoritative even when they make mistakes. Amid
this civic solidarity, mediocre leaders can gain immense popular
following; bad policies can be made to work (or, at least, be
perceived as working); and, as at Pearl Harbor, even a spectacular
failure does not undermine public support. Good policy choices pay
off quickly. (In an Awakening, by contrast, even the best leaders and
plans can fail, and one misstep can destroy public confidence.)

Private life also transforms beyond prior recognition. Now less
important than the team, individuals are expected to comply with the
new Fourth Turning standards of virtue. Family order strengthens,
and personal violence and behavior now face implacable public stigma,
even punishment. Winner-take-all arrangements give way to
enforceable new mechanisms of social sharing. Questions about who
does what are settled on grounds of survival, not fairness. This
leads to a renewed social division of labor by age and sex. In the
realm of public activity, elders are expected to step aside for the
young, women for men. When danger looms, children are expected to be
protected before parents, mothers before fathers. All social
arrangements are evaluated anew; pre-Crisis promises and expectations
count for little. Where the Unraveling had been an era of fast-paced
personal lives against a background of public gridlock, in the Crisis
the pace of daily life will seem to slow down just as political and
social change accelerates. p. 258

When society approaches the climax of a Crisis, it reaches a
point of maximum civic power. Where the new values regime had once
justified individual fury, it now justifies public fury. Wars become
more likely and are fought with efficacy and finality. The risk of
revolution is high -- as is the risk of civil war, since the community
that commands the greatest loyalty does not necessarily coincide with
political (or geographic) boundaries. Leaders become more inclined
to define enemies in moral terms, to enforce virtue militarily, to
refuse all compromise, to commit large forces in that effort, to
impose heavy sacrifices on the battlefield and home front, to build
the most destructive weapons contemporary minds can imagine, and to
deploy those weapons if needed to obtain an enduring victory. p. 258

The Crisis climax is human history's equivalent to nature's raging
typhoon, the kind that sucks all surrounding matter into a single
swirl of ferocious energy. Anything not lashed down goes flying;
anything standing in the way gets flattened. Normally occurring late
in the Fourth Turning, the climax gathers energy from an accumulation
of unmet needs, unpaid bills, and unresolved problems. It then spends
that energy on an upheaval whose direction and dimension were beyond
comprehension during the prior Unraveling era. The climax shakes a
society to its roots, transforms its institutions, redirects its
purposes, and marks its people (and its generations) for life. The
climax can end in triumph, or tragedy, or some combination of both.
Whatever the event and whatever the outcome, a society passes through
a great gate of history, fundamentally altering the course of
civilization. pp 258-59

Soon thereafter, this great gate is sealed by the Crisis
resolution, when victors are rewarded and enemies punished;
when empires or nations are forged or destroyed; when treaties are
signed and boundaries redrawn; and when peace is accepted, troops
repatriated, and life begun anew.

One large chapter of history ends, and another starts. In a very real
sense, one society dies -- and another is born. p. 259

President of Russia Vladimir Putin: Citizens of Russia, friends,

My address concerns the events in Ukraine and why this is so important
for us, for Russia. Of course, my message is also addressed to our
compatriots in Ukraine.

The matter is very serious and needs to be discussed in depth.

The situation in Donbass has reached a critical, acute stage. I am
speaking to you directly today not only to explain what is happening
but also to inform you of the decisions being made as well
as potential further steps.

I would like to emphasise again that Ukraine is not just
a neighbouring country for us. It is an inalienable part of our own
history, culture and spiritual space. These are our comrades, those
dearest to us – not only colleagues, friends and people who once
served together, but also relatives, people bound by blood, by family
ties.

Since time immemorial, the people living in the south-west of what has
historically been Russian land have called themselves Russians
and Orthodox Christians. This was the case before the 17th century,
when a portion of this territory rejoined the Russian state,
and after.

It seems to us that, generally speaking, we all know these facts, that
this is common knowledge. Still, it is necessary to say at least a few
words about the history of this issue in order to understand what is
happening today, to explain the motives behind Russia’s actions
and what we aim to achieve.

So, I will start with the fact that modern Ukraine was entirely
created by Russia or, to be more precise, by Bolshevik, Communist
Russia. This process started practically right after the 1917
revolution, and Lenin and his associates did it in a way that was
extremely harsh on Russia – by separating, severing what is
historically Russian land. Nobody asked the millions of people living
there what they thought.

Then, both before and after the Great Patriotic War, Stalin
incorporated in the USSR and transferred to Ukraine some lands that
previously belonged to Poland, Romania and Hungary. In the process, he
gave Poland part of what was traditionally German land
as compensation, and in 1954, Khrushchev took Crimea away from Russia
for some reason and also gave it to Ukraine. In effect, this is how
the territory of modern Ukraine was formed.

But now I would like to focus attention on the initial period
of the USSR’s formation. I believe this is extremely important for us.
I will have to approach it from a distance, so to speak.

I will remind you that after the 1917 October Revolution
and the subsequent Civil War, the Bolsheviks set about creating a new
statehood. They had rather serious disagreements among themselves
on this point. In 1922, Stalin occupied the positions of both
the General Secretary of the Russian Communist Party (Bolsheviks)
and the People’s Commissar for Ethnic Affairs. He suggested building
the country on the principles of autonomisation that is, giving
the republics – the future administrative and territorial entities –
broad powers upon joining a unified state.

Lenin criticised this plan and suggested making concessions
to the nationalists, whom he called “independents” at that time.
Lenin’s ideas of what amounted in essence to a confederative state
arrangement and a slogan about the right of nations
to self-determination, up to secession, were laid in the foundation
of Soviet statehood. Initially they were confirmed in the Declaration
on the Formation of the USSR in 1922, and later on, after Lenin’s
death, were enshrined in the 1924 Soviet Constitution.

This immediately raises many questions. The first is really the main
one: why was it necessary to appease the nationalists, to satisfy
the ceaselessly growing nationalist ambitions on the outskirts
of the former empire? What was the point of transferring to the newly,
often arbitrarily formed administrative units – the union republics –
vast territories that had nothing to do with them? Let me repeat that
these territories were transferred along with the population of what
was historically Russia.

Moreover, these administrative units were de facto given the status
and form of national state entities. That raises another question: why
was it necessary to make such generous gifts, beyond the wildest
dreams of the most zealous nationalists and, on top of all that, give
the republics the right to secede from the unified state without any
conditions?

At first glance, this looks absolutely incomprehensible, even crazy.
But only at first glance. There is an explanation. After
the revolution, the Bolsheviks’ main goal was to stay in power at all
costs, absolutely at all costs. They did everything for this purpose:
accepted the humiliating Treaty of Brest-Litovsk, although
the military and economic situation in Kaiser Germany and its allies
was dramatic and the outcome of the First World War was a foregone
conclusion, and satisfied any demands and wishes of the nationalists
within the country.

When it comes to the historical destiny of Russia and its peoples,
Lenin’s principles of state development were not just a mistake; they
were worse than a mistake, as the saying goes. This became patently
clear after the dissolution of the Soviet Union in 1991.

Of course, we cannot change past events, but we must at least admit
them openly and honestly, without any reservations or politicking.
Personally, I can add that no political factors, however impressive
or profitable they may seem at any given moment, can or may be used
as the fundamental principles of statehood.

I am not trying to put the blame on anyone. The situation
in the country at that time, both before and after the Civil War, was
extremely complicated; it was critical. The only thing I would like
to say today is that this is exactly how it was. It is a historical
fact. Actually, as I have already said, Soviet Ukraine is the result
of the Bolsheviks’ policy and can be rightfully called “Vladimir
Lenin’s Ukraine.” He was its creator and architect. This is fully
and comprehensively corroborated by archival documents, including
Lenin’s harsh instructions regarding Donbass, which was actually
shoved into Ukraine. And today the “grateful progeny” has overturned
monuments to Lenin in Ukraine. They call it decommunization.

You want decommunization? Very well, this suits us just fine. But why
stop halfway? We are ready to show what real decommunizations would
mean for Ukraine.

Going back to history, I would like to repeat that the Soviet Union
was established in the place of the former Russian Empire in 1922. But
practice showed immediately that it was impossible to preserve
or govern such a vast and complex territory on the amorphous
principles that amounted to confederation. They were far removed from
reality and the historical tradition.

It is logical that the Red Terror and a rapid slide into Stalin’s
dictatorship, the domination of the communist ideology
and the Communist Party’s monopoly on power, nationalisation
and the planned economy – all this transformed the formally declared
but ineffective principles of government into a mere declaration.
In reality, the union republics did not have any sovereign rights,
none at all. The practical result was the creation of a tightly
centralised and absolutely unitary state.

In fact, what Stalin fully implemented was not Lenin’s but his own
principles of government. But he did not make the relevant amendments
to the cornerstone documents, to the Constitution, and he did not
formally revise Lenin’s principles underlying the Soviet Union. From
the look of it, there seemed to be no need for that, because
everything seemed to be working well in conditions of the totalitarian
regime, and outwardly it looked wonderful, attractive and even
super-democratic.

And yet, it is a great pity that the fundamental and formally legal
foundations of our state were not promptly cleansed of the odious
and utopian fantasies inspired by the revolution, which are absolutely
destructive for any normal state. As it often happened in our country
before, nobody gave any thought to the future.

It seems that the Communist Party leaders were convinced that they had
created a solid system of government and that their policies had
settled the ethnic issue for good. But falsification, misconception,
and tampering with public opinion have a high cost. The virus
of nationalist ambitions is still with us, and the mine laid
at the initial stage to destroy state immunity to the disease
of nationalism was ticking. As I have already said, the mine was
the right of secession from the Soviet Union.

In the mid-1980s, the increasing socioeconomic problems
and the apparent crisis of the planned economy aggravated the ethnic
issue, which essentially was not based on any expectations
or unfulfilled dreams of the Soviet peoples but primarily the growing
appetites of the local elites.

However, instead of analysing the situation, taking appropriate
measures, first of all in the economy, and gradually transforming
the political system and government in a well-considered and balanced
manner, the Communist Party leadership only engaged in open doubletalk
about the revival of the Leninist principle of national
self-determination.

Moreover, in the course of power struggle within the Communist Party
itself, each of the opposing sides, in a bid to expand its support
base, started to thoughtlessly incite and encourage nationalist
sentiments, manipulating them and promising their potential supporters
whatever they wished. Against the backdrop of the superficial
and populist rhetoric about democracy and a bright future based either
on a market or a planned economy, but amid a true impoverishment
of people and widespread shortages, no one among the powers that be
was thinking about the inevitable tragic consequences for the country.

Next, they entirely embarked on the track beaten at the inception
of the USSR and pandering to the ambitions of the nationalist elites
nurtured within their own party ranks. But in so doing, they forgot
that the CPSU no longer had – thank God – the tools for retaining
power and the country itself, tools such as state terror
and a Stalinist-type dictatorship, and that the notorious guiding role
of the party was disappearing without a trace, like a morning mist,
right before their eyes.

And then, the September 1989 plenary session of the CPSU Central
Committee approved a truly fatal document, the so-called ethnic policy
of the party in modern conditions, the CPSU platform. It included
the following provisions, I quote: “The republics of the USSR shall
possess all the rights appropriate to their status as sovereign
socialist states.”

The next point: “The supreme representative bodies of power
of the USSR republics can challenge and suspend the operation
of the USSR Government’s resolutions and directives in their
territory.”

And finally: “Each republic of the USSR shall have citizenship of its
own, which shall apply to all of its residents.”

Wasn’t it clear what these formulas and decisions would lead to?

Now is not the time or place to go into matters pertaining to state
or constitutional law, or define the concept of citizenship. But one
may wonder: why was it necessary to rock the country even more in that
already complicated situation? The facts remain.

Even two years before the collapse of the USSR, its fate was actually
predetermined. It is now that radicals and nationalists, including
and primarily those in Ukraine, are taking credit for having gained
independence. As we can see, this is absolutely wrong.
The disintegration of our united country was brought about
by the historic, strategic mistakes on the part of the Bolshevik
leaders and the CPSU leadership, mistakes committed at different times
in state-building and in economic and ethnic policies. The collapse
of the historical Russia known as the USSR is on their conscience.

Despite all these injustices, lies and outright pillage of Russia, it
was our people who accepted the new geopolitical reality that took
shape after the dissolution of the USSR, and recognised the new
independent states. Not only did Russia recognise these countries, but
helped its CIS partners, even though it faced a very dire situation
itself. This included our Ukrainian colleagues, who turned to us
for financial support many times from the very moment they declared
independence. Our country provided this assistance while respecting
Ukraine’s dignity and sovereignty.

According to expert assessments, confirmed by a simple calculation
of our energy prices, the subsidised loans Russia provided to Ukraine
along with economic and trade preferences, the overall benefit
for the Ukrainian budget in the period from 1991 to 2013 amounted
to $250 billion.

However, there was more to it than that. By the end of 1991, the USSR
owed some $100 billion to other countries and international funds.
Initially, there was this idea that all former Soviet republics will
pay back these loans together, in the spirit of solidarity
and proportionally to their economic potential. However, Russia
undertook to pay back all Soviet debts and delivered on this promise
by completing this process in 2017.

In exchange for that, the newly independent states had to hand over
to Russia part of the Soviet foreign assets. An agreement to this
effect was reached with Ukraine in December 1994. However, Kiev failed
to ratify these agreements and later simply refused to honour them
by making demands for a share of the Diamond Treasury, gold reserves,
as well as former USSR property and other assets abroad.

Nevertheless, despite all these challenges, Russia always worked with
Ukraine in an open and honest manner and, as I have already said, with
respect for its interests. We developed our ties in multiple fields.
Thus, in 2011, bilateral trade exceeded $50 billion. Let me note that
in 2019, that is before the pandemic, Ukraine’s trade with all EU
countries combined was below this indicator.

At the same time, it was striking how the Ukrainian authorities always
preferred dealing with Russia in a way that ensured that they enjoy
all the rights and privileges while remaining free from any
obligations.

The officials in Kiev replaced partnership with a parasitic attitude
acting at times in an extremely brash manner. Suffice it to recall
the continuous blackmail on energy transits and the fact that they
literally stole gas.

I can add that Kiev tried to use dialogue with Russia as a bargaining
chip in its relations with the West, using the threat of closer ties
with Russia for blackmailing the West to secure preferences
by claiming that otherwise Russia would have a bigger influence
in Ukraine.

At the same time, the Ukrainian authorities – I would like
to emphasise this – began by building their statehood on the negation
of everything that united us, trying to distort the mentality
and historical memory of millions of people, of entire generations
living in Ukraine. It is not surprising that Ukrainian society was
faced with the rise of far-right nationalism, which rapidly developed
into aggressive Russophobia and neo-Nazism. This resulted
in the participation of Ukrainian nationalists and neo-Nazis
in the terrorist groups in the North Caucasus and the increasingly
loud territorial claims to Russia.

A role in this was played by external forces, which used a ramified
network of NGOs and special services to nurture their clients
in Ukraine and to bring their representatives to the seats
of authority.

It should be noted that Ukraine actually never had stable traditions
of real statehood. And, therefore, in 1991 it opted for mindlessly
emulating foreign models, which have no relation to history
or Ukrainian realities. Political government institutions were
readjusted many times to the rapidly growing clans and their
self-serving interests, which had nothing to do with the interests
of the Ukrainian people.

Essentially, the so-called pro-Western civilisational choice made
by the oligarchic Ukrainian authorities was not and is not aimed
at creating better conditions in the interests of people’s well-being
but at keeping the billions of dollars that the oligarchs have stolen
from the Ukrainians and are holding in their accounts in Western
banks, while reverently accommodating the geopolitical rivals
of Russia.

Some industrial and financial groups and the parties and politicians
on their payroll relied on the nationalists and radicals from the very
beginning. Others claimed to be in favour of good relations with
Russia and cultural and language diversity, coming to power with
the help of their citizens who sincerely supported their declared
aspirations, including the millions of people in the south-eastern
regions. But after getting the positions they coveted, these people
immediately betrayed their voters, going back on their election
promises and instead steering a policy prompted by the radicals
and sometimes even persecuting their former allies – the public
organisations that supported bilingualism and cooperation with Russia.
These people took advantage of the fact that their voters were mostly
law-abiding citizens with moderate views who trusted the authorities,
and that, unlike the radicals, they would not act aggressively or make
use of illegal instruments.

Meanwhile, the radicals became increasingly brazen in their actions
and made more demands every year. They found it easy to force their
will on the weak authorities, which were infected with the virus
of nationalism and corruption as well and which artfully replaced
the real cultural, economic and social interests of the people
and Ukraine’s true sovereignty with various ethnic speculations
and formal ethnic attributes.

A stable statehood has never developed in Ukraine; its electoral
and other political procedures just serve as a cover, a screen
for the redistribution of power and property between various
oligarchic clans.

Corruption, which is certainly a challenge and a problem for many
countries, including Russia, has gone beyond the usual scope
in Ukraine. It has literally permeated and corroded Ukrainian
statehood, the entire system, and all branches of power.

Radical nationalists took advantage of the justified public discontent
and saddled the Maidan protest, escalating it to a coup d'état
in 2014. They also had direct assistance from foreign states.
According to reports, the US Embassy provided $1 million a day
to support the so-called protest camp on Independence Square in Kiev.
In addition, large amounts were impudently transferred directly
to the opposition leaders’ bank accounts, tens of millions of dollars.
But the people who actually suffered, the families of those who died
in the clashes provoked in the streets and squares of Kiev and other
cities, how much did they get in the end? Better not ask.

The nationalists who have seized power have unleashed a persecution,
a real terror campaign against those who opposed their
anti-constitutional actions. Politicians, journalists, and public
activists were harassed and publicly humiliated. A wave of violence
swept Ukrainian cities, including a series of high-profile
and unpunished murders. One shudders at the memories of the terrible
tragedy in Odessa, where peaceful protesters were brutally murdered,
burned alive in the House of Trade Unions. The criminals who committed
that atrocity have never been punished, and no one is even looking
for them. But we know their names and we will do everything to punish
them, find them and bring them to justice.

Maidan did not bring Ukraine any closer to democracy and progress.
Having accomplished a coup d'état, the nationalists and those
political forces that supported them eventually led Ukraine into
an impasse, pushed the country into the abyss of civil war. Eight
years later, the country is split. Ukraine is struggling with an acute
socioeconomic crisis.

According to international organisations, in 2019, almost 6 million
Ukrainians – I emphasise – about 15 percent, not of the wokrforce, but
of the entire population of that country, had to go abroad to find
work. Most of them do odd jobs. The following fact is also revealing:
since 2020, over 60,000 doctors and other health workers have left
the country amid the pandemic.

Since 2014, water bills increased by almost a third, and energy bills
grew several times, while the price of gas for households surged
several dozen times. Many people simply do not have the money to pay
for utilities. They literally struggle to survive.

What happened? Why is this all happening? The answer is obvious. They
spent and embezzled the legacy inherited not only from the Soviet era,
but also from the Russian Empire. They lost tens, hundreds
of thousands of jobs which enabled people to earn a reliable income
and generate tax revenue, among other things thanks to close
cooperation with Russia. Sectors including machine building,
instrument engineering, electronics, ship and aircraft building have
been undermined or destroyed altogether. There was a time, however,
when not only Ukraine, but the entire Soviet Union took pride in these
companies.

In 2021, the Black Sea Shipyard in Nikolayev went out of business. Its
first docks date back to Catherine the Great. Antonov, the famous
manufacturer, has not made a single commercial aircraft since 2016,
while Yuzhmash, a factory specialising in missile and space equipment,
is nearly bankrupt. The Kremenchug Steel Plant is in a similar
situation. This sad list goes on and on.

As for the gas transportation system, it was built in its entirety
by the Soviet Union, and it has now deteriorated to an extent that
using it creates major risks and comes at a high cost
for the environment.

This situation begs the question: poverty, lack of opportunity,
and lost industrial and technological potential – is this
the pro-Western civilisational choice they have been using for many
years to fool millions of people with promises of heavenly pastures?

It all came down to a Ukrainian economy in tatters and an outright
pillage of the country’s citizens, while Ukraine itself was placed
under external control, directed not only from the Western capitals,
but also on the ground, as the saying goes, through an entire network
of foreign advisors, NGOs and other institutions present in Ukraine.
They have a direct bearing on all the key appointments and dismissals
and on all branches of power at all levels, from the central
government down to municipalities, as well as on state-owned companies
and corporations, including Naftogaz, Ukrenergo, Ukrainian Railways,
Ukroboronprom, Ukrposhta, and the Ukrainian Sea Ports Authority.

There is no independent judiciary in Ukraine. The Kiev authorities,
at the West’s demand, delegated the priority right to select members
of the supreme judicial bodies, the Council of Justice and the High
Qualifications Commission of Judges, to international organisations.

In addition, the United States directly controls the National Agency
on Corruption Prevention, the National Anti-Corruption Bureau,
the Specialised Anti-Corruption Prosecutor's Office and the High
Anti-Corruption Court. All this is done under the noble pretext
of invigorating efforts against corruption. All right, but where are
the results? Corruption is flourishing like never before.

Are the Ukrainian people aware that this is how their country is
managed? Do they realise that their country has turned not even into
a political or economic protectorate but has been reduced to a colony
with a puppet regime? The state was privatised. As a result,
the government, which designates itself as the “power of patriots” no
longer acts in a national capacity and consistently pushes Ukraine
towards losing its sovereignty.

The policy to root out the Russian language and culture and promote
assimilation carries on. The Verkhovna Rada has generated a steady
flow of discriminatory bills, and the law on the so-called indigenous
people has already come into force. People who identify as Russians
and want to preserve their identity, language and culture are getting
the signal that they are not wanted in Ukraine.

Under the laws on education and the Ukrainian language as a state
language, the Russian language has no place in schools or public
spaces, even in ordinary shops. The law on the so-called vetting
of officials and purging their ranks created a pathway for dealing
with unwanted civil servants.

There are more and more acts enabling the Ukrainian military and law
enforcement agencies to crack down on the freedom of speech, dissent,
and going after the opposition. The world knows the deplorable
practice of imposing unilateral illegitimate sanctions against other
countries, foreign individuals and legal entities. Ukraine has
outperformed its Western masters by inventing sanctions against its
own citizens, companies, television channels, other media outlets
and even members of parliament.

Kiev continues to prepare the destruction of the Ukrainian Orthodox
Church of the Moscow Patriarchate. This is not an emotional judgement;
proof of this can be found in concrete decisions and documents.
The Ukrainian authorities have cynically turned the tragedy
of the schism into an instrument of state policy. The current
authorities do not react to the Ukrainian people’s appeals to abolish
the laws that are infringing on believers’ rights. Moreover, new draft
laws directed against the clergy and millions of parishioners
of the Ukrainian Orthodox Church of the Moscow Patriarchate have been
registered in the Verkhovna Rada.

A few words about Crimea. The people of the peninsula freely made
their choice to be with Russia. The Kiev authorities cannot challenge
the clearly stated choice of the people, which is why they have opted
for aggressive action, for activating extremist cells, including
radical Islamist organisations, for sending subversives to stage
terrorist attacks at critical infrastructure facilities,
and for kidnapping Russian citizens. We have factual proof that such
aggressive actions are being taken with support from Western security
services.

In March 2021, a new Military Strategy was adopted in Ukraine. This
document is almost entirely dedicated to confrontation with Russia
and sets the goal of involving foreign states in a conflict with our
country. The strategy stipulates the organisation of what can be
described as a terrorist underground movement in Russia’s Crimea
and in Donbass. It also sets out the contours of a potential war,
which should end, according to the Kiev strategists, “with
the assistance of the international community on favourable terms
for Ukraine,” as well as – listen carefully, please – “with foreign
military support in the geopolitical confrontation with the Russian
Federation.” In fact, this is nothing other than preparation
for hostilities against our country, Russia.

As we know, it has already been stated today that Ukraine intends
to create its own nuclear weapons, and this is not just bragging.
Ukraine has the nuclear technologies created back in the Soviet times
and delivery vehicles for such weapons, including aircraft, as well
as the Soviet-designed Tochka-U precision tactical missiles with
a range of over 100 kilometres. But they can do more; it is only
a matter of time. They have had the groundwork for this since
the Soviet era.

In other words, acquiring tactical nuclear weapons will be much easier
for Ukraine than for some other states I am not going to mention here,
which are conducting such research, especially if Kiev receives
foreign technological support. We cannot rule this out either.

If Ukraine acquires weapons of mass destruction, the situation
in the world and in Europe will drastically change, especially for us,
for Russia. We cannot but react to this real danger, all the more so
since, let me repeat, Ukraine’s Western patrons may help it acquire
these weapons to create yet another threat to our country. We are
seeing how persistently the Kiev regime is being pumped with arms.
Since 2014, the United States alone has spent billions of dollars
for this purpose, including supplies of arms and equipment
and training of specialists. In the last few months, there has been
a constant flow of Western weapons to Ukraine, ostentatiously, with
the entire world watching. Foreign advisors supervise the activities
of Ukraine’s armed forces and special services and we are well aware
of this.

Over the past few years, military contingents of NATO countries have
been almost constantly present on Ukrainian territory under
the pretext of exercises. The Ukrainian troop control system has
already been integrated into NATO. This means that NATO headquarters
can issue direct commands to the Ukrainian armed forces, even to their
separate units and squads.

The United States and NATO have started an impudent development
of Ukrainian territory as a theatre of potential military operations.
Their regular joint exercises are obviously anti-Russian. Last year
alone, over 23,000 troops and more than a thousand units of hardware
were involved.

A law has already been adopted that allows foreign troops to come
to Ukraine in 2022 to take part in multinational drills.
Understandably, these are primarily NATO troops. This year, at least
ten of these joint drills are planned.

Obviously, such undertakings are designed to be a cover-up for a rapid
buildup of the NATO military group on Ukrainian territory. This is all
the more so since the network of airfields upgraded with US help
in Borispol, Ivano-Frankovsk, Chuguyev and Odessa, to name a few, is
capable of transferring army units in a very short time. Ukraine’s
airspace is open to flights by US strategic and reconnaissance
aircraft and drones that conduct surveillance over Russian territory.

I will add that the US-built Maritime Operations Centre in Ochakov
makes it possible to support activity by NATO warships, including
the use of precision weapons, against the Russian Black Sea Fleet
and our infrastructure on the entire Black Sea Coast.

At one time, the United States intended to build similar facilities
in Crimea as well but the Crimeans and residents of Sevastopol wrecked
these plans. We will always remember this.

I would like to repeat that today such a centre has already been
deployed in Ochakov. In the 18th century, soldiers of Alexander
Suvorov fought for this city. Owing to their courage, it became part
of Russia. Also in the 18th century, the lands of the Black Sea
littoral, incorporated in Russia as a result of wars with the Ottoman
Empire, were given the name of Novorossiya (New Russia). Now attempts
are being made to condemn these landmarks of history to oblivion,
along with the names of state and military figures of the Russian
Empire without whose efforts modern Ukraine would not have many big
cities or even access to the Black Sea.

A monument to Alexander Suvorov was recently demolished in Poltava.
What is there to say? Are you renouncing your own past? The so-called
colonial heritage of the Russian Empire? Well, in this case, be
consistent.

Next, notably, Article 17 of the Constitution of Ukraine stipulates
that deploying foreign military bases on its territory is illegal.
However, as it turns out, this is just a conventionality that can be
easily circumvented.

Ukraine is home to NATO training missions which are, in fact, foreign
military bases. They just called a base a mission and were done with
it.

Kiev has long proclaimed a strategic course on joining NATO. Indeed,
each country is entitled to pick its own security system and enter
into military alliances. There would be no problem with that, if it
were not for one “but.” International documents expressly stipulate
the principle of equal and indivisible security, which includes
obligations not to strengthen one's own security at the expense
of the security of other states. This is stated in the 1999 OSCE
Charter for European Security adopted in Istanbul and the 2010 OSCE
Astana Declaration.

In other words, the choice of pathways towards ensuring security
should not pose a threat to other states, whereas Ukraine joining NATO
is a direct threat to Russia's security.

Let me remind you that at the Bucharest NATO summit held in April
2008, the United States pushed through a decision to the effect that
Ukraine and, by the way, Georgia would become NATO members. Many
European allies of the United States were well aware of the risks
associated with this prospect already then, but were forced to put up
with the will of their senior partner. The Americans simply used them
to carry out a clearly anti-Russian policy.

A number of NATO member states are still very sceptical about Ukraine
joining NATO. We are getting signals from some European capitals
telling us not to worry since it will not happen literally overnight.
In fact, our US partners are saying the same thing as well. “All
right, then” we respond, “if it does not happen tomorrow, then it will
happen the day after tomorrow. What does it change from the historical
perspective? Nothing at all.”

Furthermore, we are aware of the US leadership’s position and words
that active hostilities in eastern Ukraine do not rule out
the possibility of that country joining NATO if it meets NATO criteria
and overcomes corruption.

All the while, they are trying to convince us over and over again that
NATO is a peace-loving and purely defensive alliance that poses no
threat to Russia. Again, they want us to take their word for it. But
we are well aware of the real value of these words. In 1990, when
German unification was discussed, the United States promised
the Soviet leadership that NATO jurisdiction or military presence will
not expand one inch to the east and that the unification of Germany
will not lead to the spread of NATO's military organisation
to the east. This is a quote.

They issued lots of verbal assurances, all of which turned out to be
empty phrases. Later, they began to assure us that the accession
to NATO by Central and Eastern European countries would only improve
relations with Moscow, relieve these countries of the fears steeped
in their bitter historical legacy, and even create a belt of countries
that are friendly towards Russia.

However, the exact opposite happened. The governments of certain
Eastern European countries, speculating on Russophobia, brought their
complexes and stereotypes about the Russian threat to the Alliance
and insisted on building up the collective defence potentials
and deploying them primarily against Russia. Worse still, that
happened in the 1990s and the early 2000s when, thanks to our openness
and goodwill, relations between Russia and the West had reached a high
level.

Russia has fulfilled all of its obligations, including the pullout
from Germany, from Central and Eastern Europe, making an immense
contribution to overcoming the legacy of the Cold War. We have
consistently proposed various cooperation options, including
in the NATO-Russia Council and the OSCE formats.

Moreover, I will say something I have never said publicly, I will say
it now for the first time. When then outgoing US President Bill
Clinton visited Moscow in 2000, I asked him how America would feel
about admitting Russia to NATO.

I will not reveal all the details of that conversation, but
the reaction to my question was, let us say, quite restrained,
and the Americans’ true attitude to that possibility can actually be
seen from their subsequent steps with regard to our country. I am
referring to the overt support for terrorists in the North Caucasus,
the disregard for our security demands and concerns, NATO’s continued
expansion, withdrawal from the ABM Treaty, and so on. It raises
the question: why? What is all this about, what is the purpose? All
right, you do not want to see us as friends or allies, but why make us
an enemy?

There can be only one answer – this is not about our political regime
or anything like that. They just do not need a big and independent
country like Russia around. This is the answer to all questions. This
is the source of America’s traditional policy towards Russia. Hence
the attitude to all our security proposals

Today, one glance at the map is enough to see to what extent Western
countries have kept their promise to refrain from NATO’s eastward
expansion. They just cheated. We have seen five waves of NATO
expansion, one after another – Poland, the Czech Republic and Hungary
were admitted in 1999; Bulgaria, Estonia, Latvia, Lithuania, Romania,
Slovakia and Slovenia in 2004; Albania and Croatia in 2009; Montenegro
in 2017; and North Macedonia in 2020.

As a result, the Alliance, its military infrastructure has reached
Russia’s borders. This is one of the key causes of the European
security crisis; it has had the most negative impact on the entire
system of international relations and led to the loss of mutual trust.

The situation continues to deteriorate, including in the strategic
area. Thus, positioning areas for interceptor missiles are being
established in Romania and Poland as part of the US project to create
a global missile defence system. It is common knowledge that
the launchers deployed there can be used for Tomahawk cruise
missiles – offensive strike systems.

In addition, the United States is developing its all-purpose Standard
Missile-6, which can provide air and missile defence, as well
as strike ground and surface targets. In other words, the allegedly
defensive US missile defence system is developing and expanding its
new offensive capabilities.

The information we have gives us good reason to believe that Ukraine’s
accession to NATO and the subsequent deployment of NATO facilities has
already been decided and is only a matter of time. We clearly
understand that given this scenario, the level of military threats
to Russia will increase dramatically, several times over. And I would
like to emphasise at this point that the risk of a sudden strike
at our country will multiply.

I will explain that American strategic planning documents confirm
the possibility of a so-called preemptive strike at enemy missile
systems. We also know the main adversary of the United States
and NATO. It is Russia. NATO documents officially declare our country
to be the main threat to Euro-Atlantic security. Ukraine will serve
as an advanced bridgehead for such a strike. If our ancestors heard
about this, they would probably simply not believe this. We do not
want to believe this today either, but it is what it is. I would like
people in Russia and Ukraine to understand this.

Many Ukrainian airfields are located not far from our borders. NATO’s
tactical aviation deployed there, including precision weapon carriers,
will be capable of striking at our territory to the depth
of the Volgograd-Kazan-Samara-Astrakhan line. The deployment
of reconnaissance radars on Ukrainian territory will allow NATO
to tightly control Russia’s airspace up to the Urals.

Finally, after the US destroyed the INF Treaty, the Pentagon has been
openly developing many land-based attack weapons, including ballistic
missiles that are capable of hitting targets at a distance of up
to 5,500 km. If deployed in Ukraine, such systems will be able to hit
targets in Russia’s entire European part. The flying time of Tomahawk
cruise missiles to Moscow will be less than 35 minutes; ballistic
missiles from Kharkov will take seven to eight minutes; and hypersonic
assault weapons, four to five minutes. It is like a knife
to the throat. I have no doubt that they hope to carry out these
plans, as they did many times in the past, expanding NATO eastward,
moving their military infrastructure to Russian borders and fully
ignoring our concerns, protests and warnings. Excuse me, but they
simply did not care at all about such things and did whatever they
deemed necessary.

Of course, they are going to behave in the same way in the future,
following a well-known proverb: “The dogs bark but the caravan goes
on.” Let me say right away – we do not accept this behaviour and will
never accept it. That said, Russia has always advocated the resolution
of the most complicated problems by political and diplomatic means,
at the negotiating table.

We are well aware of our enormous responsibility when it comes
to regional and global stability. Back in 2008, Russia put forth
an initiative to conclude a European Security Treaty under which not
a single Euro-Atlantic state or international organisation could
strengthen their security at the expense of the security of others.
However, our proposal was rejected right off the bat on the pretext
that Russia should not be allowed to put limits on NATO activities.

Furthermore, it was made explicitly clear to us that only NATO members
can have legally binding security guarantees.

Last December, we handed over to our Western partners a draft treaty
between the Russian Federation and the United States of America
on security guarantees, as well as a draft agreement on measures
to ensure the security of the Russian Federation and NATO member
states.

The United States and NATO responded with general statements. There
were kernels of rationality in them as well, but they concerned
matters of secondary importance and it all looked like an attempt
to drag the issue out and to lead the discussion astray.

We responded to this accordingly and pointed out that we were ready
to follow the path of negotiations, provided, however, that all issues
are considered as a package that includes Russia’s core proposals
which contain three key points. First, to prevent further NATO
expansion. Second, to have the Alliance refrain from deploying assault
weapon systems on Russian borders. And finally, rolling back
the bloc's military capability and infrastructure in Europe to where
they were in 1997, when the NATO-Russia Founding Act was signed.

These principled proposals of ours have been ignored. To reiterate,
our Western partners have once again vocalised the all-too-familiar
formulas that each state is entitled to freely choose ways to ensure
its security or to join any military union or alliance. That is,
nothing has changed in their stance, and we keep hearing the same old
references to NATO’s notorious “open door” policy. Moreover, they are
again trying to blackmail us and are threatening us with sanctions,
which, by the way, they will introduce no matter what as Russia
continues to strengthen its sovereignty and its Armed Forces. To be
sure, they will never think twice before coming up with or just
fabricating a pretext for yet another sanction attack regardless
of the developments in Ukraine. Their one and only goal is to hold
back the development of Russia. And they will keep doing so, just
as they did before, even without any formal pretext just because we
exist and will never compromise our sovereignty, national interests
or values.

I would like to be clear and straightforward: in the current
circumstances, when our proposals for an equal dialogue on fundamental
issues have actually remained unanswered by the United States
and NATO, when the level of threats to our country has increased
significantly, Russia has every right to respond in order to ensure
its security. That is exactly what we will do.

With regard to the state of affairs in Donbass, we see that the ruling
Kiev elites never stop publicly making clear their unwillingness
to comply with the Minsk Package of Measures to settle the conflict
and are not interested in a peaceful settlement. On the contrary, they
are trying to orchestrate a blitzkrieg in Donbass as was the case
in 2014 and 2015. We all know how these reckless schemes ended.

Not a single day goes by without Donbass communities coming under
shelling attacks. The recently formed large military force makes use
of attack drones, heavy equipment, missiles, artillery and multiple
rocket launchers. The killing of civilians, the blockade, the abuse
of people, including children, women and the elderly, continues
unabated. As we say, there is no end in sight to this.

Meanwhile, the so-called civilised world, which our Western colleagues
proclaimed themselves the only representatives of, prefers not to see
this, as if this horror and genocide, which almost 4 million people
are facing, do not exist. But they do exist and only because these
people did not agree with the West-supported coup in Ukraine in 2014
and opposed the transition towards the Neanderthal and aggressive
nationalism and neo-Nazism which have been elevated in Ukraine
to the rank of national policy. They are fighting for their elementary
right to live on their own land, to speak their own language,
and to preserve their culture and traditions.

How long can this tragedy continue? How much longer can one put up
with this? Russia has done everything to preserve Ukraine’s
territorial integrity. All these years, it has persistently
and patiently pushed for the implementation of UN Security Council
Resolution 2202 of February 17, 2015, which consolidated the Minsk
Package of Measures of February 12, 2015, to settle the situation
in Donbass.

Everything was in vain. Presidents and Rada deputies come and go, but
deep down the aggressive and nationalistic regime that seized power
in Kiev remains unchanged. It is entirely a product of the 2014 coup,
and those who then embarked on the path of violence, bloodshed
and lawlessness did not recognise then and do not recognise now any
solution to the Donbass issue other than a military one.

In this regard, I consider it necessary to take a long overdue
decision and to immediately recognise the independence and sovereignty
of the Donetsk People's Republic and the Lugansk People's Republic.

I would like to ask the Federal Assembly of the Russian Federation
to support this decision and then ratify the Treaty of Friendship
and Mutual Assistance with both republics. These two documents will be
prepared and signed shortly.

We want those who seized and continue to hold power in Kiev
to immediately stop hostilities. Otherwise, the responsibility
for the possible continuation of the bloodshed will lie entirely
on the conscience of Ukraine’s ruling regime.

As I announce the decisions taken today, I remain confident
in the support of Russia’s citizens and the country’s patriotic
forces.
