When Biden was in Ukraine he made a big show of offering the Kiev government a .05 Billion ( 50 Million ) in aid which was to be used in part, but only in part, to pay a 2.2 Billion dollar utility bill Ukraine owes Russia.

.
Russia has made it clear that Ukraine will have to pre-pay for all future gas deliveries at a much higher price, if Ukraine does not start paying off that 2.2 Billion gas bill by May.

The West is demanding that Ukraine negotiate a loan from the IMF, subject to strict austerity measures for the people of Ukraine. The only aid promised from the west that comes close to the 10s of Billions in foreign aide Ukraine needs over the next two to three years, will come from IMF loans. Neither the EU countries, nor the United States, are offering significant direct aid to Ukraine.
