Wouldn't this be a good time for a foreign power to try to stir up unrest in Iran? The mullahs are despised by most of the population, even the the older generation has been disappointed by the revolution. There is a lot of nostalgia for the Shah. The Shah meant progress (even if there was some brutality). The mullahs have wrecked the economy and are corrupt-worse than even the shah and his court.
