I don't know how many women drive in India. But if I were to guess, I
would say that the women most likely to be driving are those in the
upper middle classes -- exactly the same women who would be most
likely to shop at the exclusive retail establishments in New Delhi,
the nation's capital.

But women who drive with a male passenger in their cars are affected by the regulation. Question: How many women in India drive around alone? That rule is useless.

That of course is the politically correct reason that politicians
give, but I assume you're aware that I'm extremely cynical about
anything that politicians say. Men have to go their workplaces, so
they have no choice where they go. But women can go shopping
anywhere, and these restrictions could hit Delhi retail businesses
very, very hard.

More likely, given the endemic culture of sexual assault against woman in India, it’s so woman are not forced to take public transit.
