They aren't as capable as US subs, but they are generally designed to fight a war with the US and sink US carriers. As are certain new Chinese missiles.
I would not say China intends to fight a war with the US, I'd tend to say they want to keep us too afraid to fight a war. That kind of thinking usually leads to war, eventually. Generally, one side or the other crosses a line, and the other side suddenly starts spending 50% or more of government budgets on nothing but preparations for war. In that regard, its worth noting the war preparation expenditures in Britain after Hitler demanded the Sudetenland.
