Islam is not a magic elixir that immunizes its believers or their
nations from the same generational forces that affect every
other human being and society.

Don't know that I can recall any one world thug leader who ever looked in the mirror, and said to himself: "... you know, this killing just has to stop..." Certainly the removal of Ahmadinejad from the Iranian Presidency is more than just a bit unusual, but to have Khamenei change his spots at this late stage would be more than just a bit unusual. Although it might serve his purposes to attempt to deffer what he sees approaching from the wings in an attempt to elevate Iran's world standing, and give Iran a dominance in the Middle East that it does not now enjoy; say perhaps, ah la: "... yes we are moving in that direction, and the inhumanity of the use of chemical weapons in Syria only serves to prove that no one should have those devices, so we will disarm if Israel will disarm."

Islam is not a today philosophy, or a next week, or next month, or next year... Islam thinks in terms of decades, centuries, and millennium.

Generational awakening, as it took place in America, is routinely discarded out of hand as the older gen always attributes a "lack of perspective" to the awakening generation. Having Khamenei "realize" the awakening without a precipitating unrest of some sort, and change a course that he has followed, if not initiated, for decades would indeed be unusual - but perhaps not for Islam. It might possibly signal an invisible unrest within the youth of the IRG; a fact that might explain his choice of venues to broach the topic - sheer conjecture, all.
