Everything is moving in the direction of appeasement to avoid war or even the appearance of armed conflict, which of course emboldens the tyrant and weakens those who will fight against him. This is exactly what happened in Europe before WWII. Abyssinia, the Sudenten - giving in to those who have unending demands of their "rights" against others simply guarantees war in the end when their demands become unbearable.
