"Referendum" is a good word choice. Sisi's human rights record is dismal and becoming more harsh. With regards to Israel, his Gaza Strip interference and pro-2-state solution, Sisi is a pot stirrer. For a person who claims to want African Union, the dam project is not an offer of brotherhood or even humane.
We will all be living with the "election" results.
Thank the dear Lord Kerry is not taking the American point.

Didn't I hear a news report that John Kerry told the Palestinians
that he plans to run again in 2020?

Egypt has a long history of dictators, kings and Pharaohs since the dawn of civilization. Egypt has not had a free election in it's history. Morsi's election was full of fraud. Sisi's first election was an outright staged show. Why should we expect anything to change now?

He told the (Pacific) PALISADIANS that he plans to run again in 2020.

Sisi is trying to make his country into a stable regional power. Face it boomers and their acolytes; Americans and Europeans in the post-boomer generations don't want globalist tyranny and Human Rights tyranny.

Wow. "Human Rights tyranny" is an odd term. What does tyranny mean if not the absence of basic Human Rights?

Tyrannies CAN be a good thing, if the tyrant is "good" (non-evil). Tyranny simply means rule by an absolutist who CAN (but might not) do anything he or she wishes. Tyrannies don't NEED to violate "human rights".

Don't confuse "systems of government" with "morality indicators".

..of course, tyrannies nearly always "degenerate" into evil nastiness, but it's not an absolute inevitability.

My guess as to the intended meaning of "Human Rights Tyranny" is some extra-national military/economic force that enforces "laws" regarding "human rights abuse violations" inside nations that don't agree with the "laws" that were supposedly violated.

..and no, I don't recommend using "tyranny" as a long term governing method!

But, someday, if it is "decided" that humanity should "overcome its addiction" to perpetuating the Generational Dynamic Genocidal Cycle, a transition period of "harsh tyranny" will have to be lived through.

..which is a STRONG argument that we're a LONG long way from "conquering" the universal "hunter biota" (things that "eat") oriented evolutionary process that John has identified (in the human realm) as "GD Theory".

Thus speaketh the goofy dude from the far future who told the same-ish story to "the ancients", except they thought that they could jump the line and simply "kill everyone that wasn't them", not realizing how big the world really is.

"No mining the orbits and making a really LOVELY resort out of the Earth until they took the reins of their own evolution into their own hands!", I was told by an old servantruler once.

Doesn't absolute power always corrupt absolutely?

"Corrupting" is not the question. The question is how they "degenerate".

Sometimes they "degenerate" into a republic, like they (it) did to create the US.

But, yeah, Absolute Power is never stable, and will "transform" into something else, relatively quickly.

Of course, "absolute power" is really just an illusion, so it's rather playing fast and loose with definitions to talk about the fine points of such a thing and expecting to make much useful sense out of it.
