Forgotten point: "Collapsed" is an inaccurate term.
If Mattis were of the Patton school, he would recognize that fanatics do not "collapse". Fanatics must be obliterated. Fanatics send their school children hand-in-hand in a line marching toward tanks. Fanatics strap explosives to their chests and detonate. Fanatics drive vehicles into crowds.
Fanatics do not deserve to be helicoptered out of battle. Fanatics get the consequences of their choices.

I experimented with "exterminated" and "the collapse of ISIS" before
settling on "collapsing" as the most accurate word, referring to the
collapse in progress of "Islamic State."

You cannot exterminate or obliterate ISIS, since its membership is
fluid. There are jihadist groups in Africa and Asia that are swearing
allegiance to ISIS. That's what Mattis was referring to when he
called ISIS "a brand with a diminishing appeal, but the appeal is
still there for those who go in for that philosophy."
