The "correct" way to deal with that which fuels the "existential/would-be-genocidal panic" that results in the actual genocidal murder spree is the same as the way one deals with a cancer or mad dog in the town center.

Kill It!

But to be actually effective it must be extinguished with the "Proper Intention & Press™" and proper resource redistribution, which means that it must be ruthlessly excised completely, and everyone (on the planet) must know why it is being brutally terminated as the disease it is.

The other requirement of this effectiveness is to properly address the resource distribution "difficulty", by relieving the existential panicky-ness of the party-or-parties that feel threatened.

BUT,.. as long as quasi-preemptive "surgical mass killing" (of the offensive societal subgroup) is equated with "an evil", proper medical treatment of the recurring "disease cycle" will not occur.

..and anyone promoting such treatment, or even accurately describing the "disease", will be persecuted as "an evil heretic" of the religion of politically correct unreason.


Now,.. who should wield the knife? Do I suggest that it should be some "world-wide" governing power?

No. There simply cannot be a "government" that trumps national governments, as that is an "unnatural" condition that causes more problems than it solves.

Each nation (however defined) must have the right to organize alliances that MUST do two things: 1) Wield the knife against "diseased groups", and 2) Redistribute resources to solve the local distribution "difficulty". Even if itʻs an alliance of one.

But then, even this won't work (long term) until that problem of making the memory of the last (or greatest) catastrophic genocidal awfulness a FELT REALITY to ALL generations since it happened is solved.

The tricky bit is to institute a world-wide "Felt Reality of Memory of Awfulness" without a world-wide dictatorship to do so. (Perhaps what "cinema", or some analog of it, SHOULD have been, or MIGHT still be!)

..good luck with that, guys.

(And THAT'S the crux of my story about mankind's transition from the present "general unawareness of GD mechanics" period to our being able to "surf" the forces that USED to fuel our subjugation to recurrent genocidal war to propel mankind to maximally transforming human efficiency and beauty.)
