Think you meant - both the US and Russia.Thus, Thursday's statements by Putin and Trump should be viewed not as presenting a danger of nuclear war between Russia and the US, but as a sign that the both the US and China are moving to protect themselves from the inevitably preemptive nuclear missile attack by China.

I am reminded of a statement by one of the old Cold War generals. After a certain point, he said, you're just bouncing the rubble.
The US and Russia each have about 2000 nuclear weapons on board delivery vehicles, ready to fly.
Both have about 5000 more stockpiled. This is down from about 25,000 taken together before the start of the SALT talks.
If half of them were used in a war with China, then China would be devastated, however the US would lose it's 200 cities near military installations, and Russia would lose the same. At least.
They would not lack for targets.
