Gee, ya think they're incompetent? And that nobody at city hall did any due diligence?

Got to say, at least when you're in a war zone, the incompetent are forced to get the hell out of the way so you can make stuff work. Back in the USA, the problem with UTTERLY INCOMPETENT people is just flooring me. How the hell does someone absolutely incompetent and absolutely not a union or civil service worker KEEP A JOB?

Why do people insist on hiring the incompetent?

Unfortunately, this kind of failure occurs more often than success.
Managers with no knowledge of computer systems beyond how to use a
spreadsheet think that programming is similar to digging ditches, and
just as you can get a ditch dug quickly by hiring enough ditch
diggers, you can get a software system implemented quickly by hiring
enough programmers. Unfortunately, that attitude leads to disaster.
