Good point comparing Darfur to CAR, when it started people seemed to care with little results and then later even less was done.
I guess it is just not in perceived foreign interests for most countries. Though South Sudan civil war's peace deal did just collapse at least multiple countries (including US and China) threaten sanctions and forced these guys to the table. You won't see the same in Darfur, the guy is already wanted war criminal.
Two typos I believe,

"...of some African countries, who will be asked to use the money to prevent migration of refugees to Libya and then on to Europe."
