I think you mean "Iran has ordered Hezbollah", not Israel.

According to reports, Iran has instructed Hezbollah to initiate actions against Saudi Arabia before the beginning of the Hajj in September.

If Iranians are not at the Hajj, then during the Hajj would be a Sunni rich environment. I would not recommend anyone attend Hajj this year. I say the terrorist threat level during the Hajj is "red".
