October 2016 is still a long time away. Lots can happen. The world and EU are not particularly stable these days. Each country might be controlling their own borders by then.

Now that Turkey has shot down a Russian jet for crossing the border for 17 seconds (it seems) people will fully understand if Russia were to shoot down any number of jets from Turkey that cross into Syria for any length of time. This means that Turkey can no longer bomb the Kurds without Russia shooting at their jets. And Putin will be able to say, "the Turkish jets were not accidental in their violation of Syrian airspace, but on a hostile mission to bomb Syria. The planes crashed on Syrian territory and were loaded with bombs". He might even really warn the jets as they are about to cross the border. Putin can also cut off tourists going from Russia to Turkey (20% of their tourism market), and gas going from Russia to Turkey, and bomb the Turkmen like crazy without too much world sympathy for Turkey. Many more people now view Turkey as on the side of the Jihadis. I expect Putin understood these next moves and the jet going over Turkey for 17 seconds was not accidental (though this might not come out till the Russian pilot is on his deathbed 50 years from now). I don't think Turkey understood these next moves.

This cartoon could be equalled applied to the Russians. They drop 99% of their bombs on everyone but pro-Assad forces and ISIS.
