Obama has, at every step since the day he took office, put as many US troops into Iraq as the Baghdad government will allow. Just days ago, Baghdad representatives insisted again that they would not allow foreign (meaning US) fighters on the ground in Iraq. They did signal change by asking for more trainers rather than pretending (as they often have in the past) that US troops in Iraq are for protection of US citizens only.
The US and other coalition members are saving face by pretending they are in control of the number and nature of troops in Iraq, when in fact the Baghdad government is in control. And this fighting back and forth over the Sunni areas taken by DAESH is actually pleasing many in the Baghdad government, as it's destroying the Sunni homes, killing the people and driving them out of Iraq as refugees. This is an actual goal for Iran and Iran's supporters in Iraq.
The mistaken notion that Iraq is a unified nation keeps the West confused at the goals of the Baghdad government. When you come to realize they strongly desire to purge themselves of all Sunni's inside the borders of Iraq, then the decisions from Baghdad make sense.

Another thing is that Westerners may be confused by the constant insistence of John McCain that the US is in control of the number of US advisers inside Iraq. Again, they are absolutely not. These advisers cannot enter Iraq on their military ID as the US has no Status of Forces agreement with Iraq but must enter on civilian visa, which is two full page stamps in the passport, one for entry and one for reentry, and the second (pink) stamp is only valid for 90 days, the person must leave and reenter within that period to renew the visa or pay quite a lot to renew it again.

The reentry visa policy does not appear to be widely known, and does not show up on the Iraq visa page, but if you like I'll redact a picture of the mess in my passport, from about 18 months ago, and send it to you. OFC, the pink stamp is older, since I wasn't planning on going back into Iraq.
