They aren't as capable as US subs, but they are generally designed to fight a war with the US and sink US carriers. As are certain new Chinese missiles.

I would not say China intends to fight a war with the US, I'd tend to say they want to keep us too afraid to fight a war. That kind of thinking usually leads to war, eventually. Generally, one side or the other crosses a line, and the other side suddenly starts spending 50% or more of government budgets on nothing but preparations for war. In that regard, its worth noting the war preparation expenditures in Britain after Hitler demanded the Sudetenland.

If you look at OOB for a crude estimate in a PLA N versus USN w/collation the PRC would be at numerical disadvantage. THE PLA Navy has 45 attack subs and the USN has 39 LA and 3 Seawolf class subs. Due to technology and training, I would give an advantage to USN due to those and other various factors. Add 16 Japanese, 6 Australians and 4 ROC/Taiwan subs, it will become a turkey shoot. You can possibly add 3 from Viet Nam and 6 from Singapore, also depending on national caveats and situational conditions, the PRC might as well stay home.
