I think the real reason is that ships can now hire a couple of guys with guns who hop on the boat after it is in International waters and stay on till they have past the danger zone. No pirates have been able to board any boat with armed guards on it. Heritage collection has a 50 minute talk by a guy who wrote a book on private security and pirates. He says laws were changed in most of the countries these big ships are flagged in to allow then to have guns onboard. He also says that in 5 years there was no successful pirate attack on a ship with armed guards. Interesting stuff.
