I think your Japan section is a little dishonest. The full text of the conversation clearly shows full support for Japan and other pacific allies:

If that's true or not is another thing, but diplomatically, the USA is clearing saying they will back Japan to the hilt.

I provided.
When I researched my article, I found several articles that said that
Hagel promised that the U.S. would honor its commitments, including
this one, but not a single one quoted Hagel's words in saying that.
But I quoted Hagel's exact words, and it's clear that he DIDN'T say
that, and that these reporters from AP and others are just covering
for the administration.
If you're aware of any article that quotes Hagel's exact words where
he affirms support for the treaty, then let me know.
