A current FYI re: CAR, as seen by the UN.

You will notice that the UN sees the problem as an infrastructure problem, with the UN apparently choosing to become "blind" regarding the underlying necessity for the presence of 10K troops to "keep the peace." The lack of an understanding regarding the GD loss of generational memory regarding the conflict is an indication that they, the UN, doesn't even know what they don't know. While the presence of a sufficient troops may "restore peace," it will do nothing to alleviate the underlying generational conflict that, even if repressed, will, in the future, again reemerge with an increased vengeance and fervor.

The question that arises for me is: when is there sufficient "pain" for the establishment of enough generational memory to impress the realization that tolerance, or civility is to be more desired than conflict - civilized life vs. barbarity? Is it required that one side simply devastate the other, and if that happens how does "winning" impress the imprint of generational memory on those who perceive themselves to be the victor?

Conserning the CAR, the Muslim group that some power are the Fula people. They had issues with the government over being push to the side in terms of money and resources allocated to the Christian groups like Gbaya and the Yakima people. Same thing happens in the Baya War(Another name for the Kongo Wara Rebellion). Fula people became targets for Baya.

Guess I just don't know enough about CAR's tribal history. Need to get informed; thought the UN article was interesting, in that it viewed the conflict as intensifying and implied the problem to be a disintegrated infrastructure, seems they - the UN - believe that the reestablishment of the infrastructure, and 10K armed peace keepers, are all that's necessary to reestablish civil society.

That is no longer something that I can subscribe to, largely since reading the dialog here over the last year. But, then again, what do I know?
