HRW serves no one by making these ridiculous claims. White Phosphorous incendiary devices have been in use in war for all of the twentieth century. They are used to create smoke to cover and obscure combat movement, to ignite flammable supplies, and as antipersonnel ordnance. WP is quite nasty, but no more nasty than IEDs, artillery shells, hand grenades, or any of the other mechanized means of dishing out death wholesale, that is modern warfare. WP is flammable at room temps, and bursts into flame in the presence of oxygen. It will burn until its source of oxygen is removed - covered with mud, or immersed in water are the most common ways of putting WP out. But if the mud is removed, or the WP is removed from water it will in fact reignite, and continue to burn until it is completely consumed.

What HRW might just as well do is scream: "Syria is using hypersonic projectiles to kill thousands." That would be bullets. They simply marginalize themselves by attempting to ignite indignation over something that just, in the context of warfare, isn't indignant. What is indignant is that these monsters on both sides insist on killing the innocent for the right to be able to steal anything, or kill anyone whom they might choose - the spoil that will go to the victor.
