Russia seeks a naval base and air station on Cyprus? To what end? Are they planning to attack western Europe with their ramshackle, obsolete, and poorly tained and badly equipment armed forces? This just seems like posturing: an attempt at prestige in order to make Russians like Putin again and igmore the widespread poverty and corruption that is their daily lives.
I don't think the Russians will ever really rebuild their military back into an effective fighting machine. Look what at what a ramshackle affair the 2008 war againt tiny Georgia was like: constant break-downs of equipment, officers using cell phones to call in airstrikes (which were porrly executed0, and soldiers looting stores for food and water because the Russian military didn't provide any provisions.
Russia is broken down machine. Any areas of prgress are mere Potemkin Villages. Russia will be lucky if it even has 10 good years left in it: disasterous demographics, decling oil production, and an infrastructure that is literally crumbling. In the long run, or the short: Russia is dead.
