If I wanted to run a missile test without endangering the food aid, I'd set the missile to destroy itself when the data I wanted had been acquired. Most of that will happen by engine burnout, after that, it's just a ballistic object. Food for thought, pun not intended.

The situation with regards to Syria becomes more convoluted every day. This is the kind of complication piled on top of interference piled on complex yet delicate alliances that led to WWII in Europe. Japan vs the US and others in the Pacific was a good deal more direct.
