I can't create any new topics there. Is this correct?

Yes. The "Spotlight" category is for special events or invited
experts, and so forth. For example, if say a college professor wants
to lead a discussion of economics, or a corporate executive wants to
lead a discussion on technology or finance, then we would set up a
sub-forum (like the "Generational Theory" sub-forum), and allow the
expert to manage the threads and discussion within that forum.

We'll have to see how it evolves.

In the meantime, the "General" category sub-forums are for day-to-day
threads.
