So Denmark is giving negative rate mortgages, will people take out the mortgages? The answer may be in the fine print.
In the 1970's the US government had a "312 loan program" for the purpose of stimulating small apartment building renovation. with very low rates, compared to private bank loans. It was considered by some to be like free money.
However, in the fine print there were requirements and regulations that in total made the loans more expensive then conventional private bank financing.
hmmm

Oh, and suppose you take out a negative rate loan and the property drops in value by say 20%, was that a good move? To take out a loan you need faith in the future and that is influenced by government actions, the cost of money becomes secondary.

Even if there is some rule that says countries that default have to leave, which I have not seen, the EU has broken all kinds of other rules and expect they would break such a rule. I expect defaulting and staying in.
